General Job Description

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Coastal Field Operations division and will perform natural resources work.


Performs routine (journey-level) natural resources work. Work involves conducting conservation, management, protection, preservation, or utilization of natural resources work. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.


The successful candidate will be an integral part of the Coastal Field Operations department. To be successful the candidate must model the GLO's competencies of Integrity, Open Communications, Teamwork, Innovation and Proficiency.

Essential Duties:

  • Prepares routine to highly complex written field reports and /or other compliance forms on proposed or existing

projects involving piers, docks, marinas, dredging, fill, pipeline installation or removal, cabins, etc., on state-

owned land as assigned by Manager / Director.

  • Conducts routine field inspections on proposed or existing projects on state owned land including: piers, docks,

marinas, dredging, fill, pipeline installation or removal, cabins, etc., on state-owned land as assigned by Manager /

Director. This also includes coordination of on-site inspections with state and federal agencies, who are also

evaluating proposed, existing, or unauthorized projects located on state land.

  • Negotiates project design with applicant and/or their agents to avoid or minimize impacts to the state's natural

resources and advise applicants of GLO policies and regulations governing use of state-owned land. Assists

applicants needing help in completing various agency application forms as needed.

  • Participates and provides technical assistance in requested natural resource agency workgroups, including:

Joint Evaluation Meetings and other agency workgroup meetings as designated.

  • Responsible for the follow-up of the outstanding file list on a weekly basis. Keeps Manager/ Director informed

of any problems associated with these projects on a weekly basis.

  • Assist with special projects as assigned.
  • Focuses on achieving client satisfaction by providing quality and responsive service to all clients in a

cooperative, efficient, and professional manner.


Knowledge, Skills and Abilities:

Knowledge of applicable local, state, and federal ordinances and laws; of wetland vegetation, ecology,

taxonomy, and hydrology terminology.

Skill in the operation and maintenance of capital equipment and in using computers and applicable software.

Ability to conduct inspections, surveys, investigative research, and studies; to analyze environmental and

natural resource reports; to prepare reports; to provide expert testimony.

Ability to communicate effectively both verbally and in writing; strong attention to detail and organization.

Ability to work well both independently and as part of a team.

Ability to work on or manage multiple projects at the same time.

Ability to walk, climb, and stand while lifting up to 30 pounds; and to work under varying geographic and weather

conditions.


Physical Requirements:

This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas. Duties require the ability to bend, stoop, kneel, reach and/or steer a boat as needed. The position also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. This position requires the ability to read printed materials and computer screens. The position may require extensive computer, telephone and client- customer contact and communication. The individual must be able to move and transport records, documents, boxes, equipment and all materials and related tools, weighing up to 50 pounds, when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments. This position requires the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments.


Qualifications


Minimum Qualifications:

Graduation from an accredited four-year college or university with major course work in natural or physical science,

environmental studies, or a related field; and three letters of professional recommendation.


Preferred Qualifications:

  • Experience performing field data collection, evaluations, inspections, or surveys to determine the impact on

natural resources.

  • Experience providing technical assistance and research for natural resources programs.
  • Experience researching and preparing technical reports, permits, and papers.
  • Familiarity with the Texas coast waterbodies, coastlines, habitats, and ecology.
  • Experience with aerial photography or map-based programs, such as Google Earth and/or web-based GIS

viewers.

  • Experience interpreting and/or applying rules, statues and/or policies, or familiar with Federal and/or State

permitting/leasing process.

  • Experience providing policy and procedure information to the public or customers.
  • Experience operating capital equipment such as outboard boats and tablet devices.
  • Experience with coastal studies that address resiliency, erosion, subsidence, sea-level changes, restoration,

and/or other similar factors.
