Description of Duties:

General: Assist the Waterfowl and Small Game Management Program Coordinator in planning, implementing, coordinating, and directing program activities statewide, with particular emphasis on resident and migrant waterfowl, small game (dove, squirrel, rabbit, rails, gallinules, snipe, woodcock and crow), and their habitats. Serve as a representative of the program and Commission at conferences and meetings on waterfowl and small game related issues.


Administration/Planning: Assists with the development and refining of program goals and objectives consistent with agency goals, objectives, and policies. Develops, seeks review and approval of, and implements approaches, procedures, and plans for achieving program objectives. Coordinates dove banding and implements waterfowl banding, including locating banding sites and supervising and directing the activities of an OPS employee for waterfowl banding. Assists with preparing program progress reports and reports on program activities for use by Commission staff. Purchases items necessary for operation of program. Assists with conducting a continuing review of program effectiveness in terms of public satisfaction, public attitudes, and use of agency personnel and funds. Assists with formulating small game population and habitat management policies and strategies and recommends regulatory and policy changes as appropriate based upon a review of harvest data, population surveys, life history information, scientific literature, social considerations, and other relevant information. As assigned, prepares reports on specific aspects of small game management pertinent to the Commission's evaluation of programs, policies, and regulations. Prepares correspondence necessary for program implementation. Attends professional meetings and conferences to facilitate achievement of program goals and objectives.


Coordination/Management: Assists with program coordination and implementation by effectively communicating and eliciting cooperation in plans, approaches, and procedures for achieving program objectives. Reviews Commission-sponsored research and data collection efforts pertaining to small game management. When feasible and appropriate, seeks extramural funding for management and research activities pertaining to small game. Standardizes data-gathering procedures where appropriate to ensure maximum effectiveness and compatibility with program needs. Assists with formulating management recommendations and prepares, or facilitates the preparation of, informational materials for private landowners, cooperators, and Commission biologists. Provides technical information on small game management to appropriate Commission biologists, cooperators and citizens.


Public interaction: Establishes contact with organizations, clubs, and advocacy groups interested in small game to communicate program objectives and activities, to obtain cooperation, and to facilitate incorporation of constituents' needs into program elements, as appropriate. When necessary, does work to assess constituent views and needs and program effectiveness. Pursues program objectives through public speaking opportunities and other outreach mechanisms, including electronic media, on small game hunting and management and on program activities. Responds to correspondence relating to small game management and regulations.

Level of Education: A bachelor's degree from an accredited college or university with a major in one of the biological sciences and one year of professional biological experience in a field or laboratory program; or a master's degree from an accredited college or university in one of the biological sciences.


Knowledge, Skills, and Abilities:

  • Knowledge of small game species' life histories and principles and practices for their management.
  • Knowledge in the identification of plants providing important waterfowl habitat benefits in Florida.
  • Knowledge of bird capture and banding techniques
  • Knowledge of correct English composition, grammar, and punctuation.
  • Knowledge of scientific methods, study design, principles of statistical inference and analysis, and application of computer-based data analysis packages.
  • Skill in the use of field equipment, including trailers, boats and power tools.
  • Ability to analyze complex issues and problems and develop innovative, efficacious solutions.
  • Ability to determine work priorities, elicit cooperation as necessary to achieve objectives and ensure proper and timely completion of work assignments and activities.
  • Ability to understand, comply with, and apply rules, policies, and procedures applicable to the conduct of a Commission employee.
  • Ability to communicate effectively verbally and in writing.
  • Ability to prepare scientific reports and popular articles.
  • Ability to establish and maintain effective working relationship with others.
  • ability to supervise effectively, as needed.
