This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Fire Department. The anticipated life of the employment list is six months. Current vacancy is with the Tulare County Fire Department located in Visalia. The anticipated life of the list is six months.

Typical Duties

Plan and conduct inspections of assembly, commercial, residential, organized camps, licensed day cares, apartments, licensed residential care facilities, industrial, storage facilities, jails, schools, health care and other facilities licensed by State agencies such as Department of Social Services, Department of Health Services, Department of Development Services, Department of Corrections or Department of Alcohol and Rehabilitation to assess conformity with State and local fire safety codes and ordinances.

Perform follow-up inspections to verify correction of deficiencies.

Inspect fire alarm systems, sprinkler systems, fire hydrant systems, pumping systems, and water storage facilities.

Survey water systems to determine reliability of available water and flow for fire protection purposes; provide survey data to fire control field staff.

Research fire prevention/protection standards and codes.

Provide technical assistance to fire company personnel.

Present public information programs regarding fire prevention, fire protection, and life-safety methods and techniques.

Maintain records of inspections; issue citations and prepare documentation for legal action; prepare reports and correspondence.

Employment Standards

Education Equivalent to completion of the twelfth (12th) grade supplemented with major coursework or specialized training in fire prevention, construction/building trades, fire protection systems or closely related field

Experience:
Requires one (1) year fire prevention inspection experience in governmental Fire Prevention Bureau or a Fire Department OR two (2) years in the inspection or administration of related regulatory ordinances.

License and Certificates:
  • Possession of, or ability to obtain, an appropriate, valid California driver's license.
  • Candidate will be required to possess and maintain First Aid and CPR certifications upon employment.
Knowledge of: Inspection methods/techniques; math sufficient to compute percentages, decimals, and fractions; record keeping systems; types and methods of building construction related to fire and life-safety; and basic fire science, fire terminology, and fire behavior.

Skill/Ability to: Identify fire and life-safety hazards and recommend corrective action; read, understand and interpret technical material such as National Fire Protection Association Fire Codes, State Fire Codes, and local ordinances; explain technical terms and concepts to others; plan, prepare and make public presentations; use patience, tact and courtesy in working with the public in a service and enforcement situation; analyze and compile technical information; conduct visual, on-site inspections; maintain accurate records and time schedules related to the legal requirements for code compliance; prepare clear, concise written reports and correspondence; and utilize a personal computer for word processing and data entry.

DESIRABLE EMPLOYMENT STANDARDS
Knowledge of: National Fire Protection Association, California Fire Code, California Building code, and related state and local laws; fire and life-safety systems used in residential, commercial, industrial and institutional facilities; types and uses of portable and automatic fire extinguishing systems, fire alarm systems, building elements, and fire-related assemblies; basic computer programs and data entry methods.

Skill/Ability to: Apply appropriate fire code standards to construction projects; read and interpret building plans.

Education:
Completion of the State Fire Marshal Courses, "Fire Prevention 1A & 1B"; specialized training in construction materials and building codes. Equivalent to an Associate of Science Degree from an accredited college with major coursework in fire technology or a closely related field.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.


Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
