- Assists in the development, planning and implementation of the goals and objectives of the department; assists in the development and implementation of policies and procedures; assists with short- and long-range planning; analyzes and recommends strategies to improve effectiveness of operation; provides technical assistance and advice to the Fire Chief.
- Develops, maintains, and implements programs related to departmental activities; directs the work of various program managers within the department.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate service and staffing levels.
- Responds to emergency and non-emergency incidents; utilizes the incident command system to direct activities and communications in fire and/or emergency situations; takes action to mitigate hazards and treat patients; makes decisions affecting life and property under emergency circumstances; develops tactics and strategies for major or critical incidents.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints.
- Prepares a variety of reports and written documents; recommends, develops and implements changes in policies, rules and regulations; performs research and analysis of administrative or operational issues by gathering data, conducting feasibility studies, preparing reports and making recommendations.
- Supervises, trains, and evaluates assigned staff; assists staff in establishing programs and objectives; interprets and explains regulations, policies and procedures to staff.
- Oversees and assists with the management of personnel and employee relations issues, including disciplinary actions and the resolution of grievances; acts as a department resource for employee relations issues.
- Coordinates the recruitment and selection process with City Human Resources department; assists Human Resources and the Fire Chief in making final hiring decisions.
- Evaluates the departments training needs and insures that mandated training is accomplished.
- Develops and maintains divisional records to accomplish assigned functions.
- Prepares budgets related to assigned activities; assists in Department budget development and implementation; participates in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget.
- Seeks alternative funding sources such as grants and public/private partnerships.
- Coordinates and assists in the City’s emergency plan; coordinates and manages the City’s Emergency Operations Center (EOC); coordinates and collaborates with other agencies that share the technologies and workspace within the joint operations that occur in the EOC.
- Represents the Department at regional inter-agency association meetings and on various regional committees.
- Acts as Fire Chief in the Chief's absence as required.
- Performs other related duties that may be reasonably expected as part of this classification.
If assigned to Fire Prevention Division:
- Manages the fire prevention and inspection activities of the Fire Department.
- Evaluates existing fire and life safety conditions, applies federal, state and local codes applicable to fire and life safety and recommends policy, procedure, and ordinance revisions as necessary.
- Develops and maintains a comprehensive written plan for the department’s fire prevention program, including descriptions of: types of inspection activities; frequency of inspections; types of enforcement action taken and a records keeping system.
- Performs complex inspections in all types of commercial and residential occupancies to assure they are in compliance with the Fire Code, ordinances and regulations as they pertain to the design, construction and installation of fire protection equipment.
- Reviews plans for new construction and the installation of fire protection equipment for adherence to fire and life safety regulations.
- Investigates complaints of fire hazards, writes correction notices, issues citations and performs other duties necessary to prevent the reoccurrence of safety-related crimes or violations; appears in court as necessary.
- Evaluates existing fire safety conditions and recommends revisions to codes, policies and procedures.
- Administers the Fire Department fee schedule and billing process.
- Inspects and tests fire alarm systems, fire sprinkler systems, heat and smoke detection devices and other fire protection and control mechanisms.
- Confers with, answers questions for and provides direction to property owners, contractors, engineers, architects, builders, developers and others regarding fire protection requirements.
- Plans, directs and participates in departmental fire prevention and public education activities.
- Directs and conducts fire investigations to determine cause and origin and works cooperatively with law enforcement agencies in arson cases.
- Interprets fire prevention codes for engine company personnel; coordinates and supervises engine company inspection programs.
- Manages the City Weed Abatement Program and provides assistance to the person(s) assigned to implement the program.
- Works with the County Environmental Health Agency when enforcement of hazardous materials regulations is required.
- Pursues reimbursement of costs incurred by the department relative to hazardous materials incidents.
- Coordinates the activities of Fire Prevention with other Fire Department programs and with other Departments and Divisions within the City, particularly the Planning and Building Departments.
- Subject to periodic duty after normal working hours and in emergencies; may be required to respond to fires.
If assigned to Fire Operations Division:
- Directs and oversees multi-company response to emergency fire, medical aid, hazardous material, rescue and other emergency operations and directs staff responding to emergencies; assesses emergency situations and requests additional companies as appropriate; directs and coordinates the location and work of incoming companies.
- Coordinates Fire Department activities with other City departments and other agencies; coordinates fire suppression resources during mutual aid responses; represents the department on various regional committees; makes presentations to staff, other agencies and community groups.
- Develops and implements programs related to departmental activities, insuring that applicable federal, state and local fire codes and laws are understood and enforced by department staff; administers and enforces the policies, procedures, rules and regulations of the department and the City.
- Serves as incident commander at emergency scenes; may be assigned as a member of the incident overhead team.
- May be required to remain available on a standby basis when off-duty.
- Oversees departmental records management.
WORKING CONDITIONS
The incumbent in this position may be exposed to a variety of working conditions, including wet, heat and cold and may be exposed to toxic or caustic chemicals. This position may be exposed to loud noises such as helicopters, fire engines and chainsaws. The nature of the work may require the incumbent to climb ladders, work in confined spaces and wear a breathing apparatus. The incumbent will be required to respond to after hour emergency calls.

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:
EDUCATION AND EXPERIENCEAny combination of education and experience that provides the above knowledge, skills, and abilities combined with required licenses/certificates is qualifying. A typical way to obtain the required qualifications is to possess the equivalent of the following:
- Associate's degree from an accredited college or university and
- Ten years of full-time, paid experience in the fire service, including:
- Four years of supervisory experience equivalent to a Fire Captain or above, or
- Five years assigned to the Fire Prevention Division.
Or
- Bachelor's degree or higher from an accredited college or university and
- Eight years of full-time, paid experience in the fire service, and one of the following:
- Four years of supervisory experience equivalent to a Fire Captain or above, or
- Five years assigned to the Fire Prevention Division.
- Principles and practices of organization, program management and administration.
- Strategic analysis and long range planning.
- The National Incident Management System (NIMS) and the Incident Command System (ICS).
- Staff scheduling and resource allocation.
- Principles and practices of staff supervision, training, evaluation and development.
- Principles and practices of budget administration and monitoring.
- Building materials and construction.
- Computerized record keeping and reporting systems.
Skills/Abilities:
- Research, analyze, interpret, compile and evaluate administrative and/or technical issues and make appropriate recommendations for action.

Skills/Abilities:
- Assess emergency incidents and operations and develop, implement and direct appropriate action.

Licenses and Certificates
- Possession and continued maintenance of a valid California Class C driver's license.
- Must complete a Peace Officers Standards and Training (POST) certified training course in accordance with Penal Code 832 within (1) one year from date of appointment.
DESIRABLE QUALIFICATIONS
- Completion of the Acting Battalion Chief training program or equivalent.
- Command level experience equivalent to Fire Battalion Chief or above.
- CA State Fire Marshal "Chief Officer", "Chief Fire Officer", or "Fire Marshal" certification.
- Master's degree or higher from an accredited college or university.
- Any coursework completed through the National Fire Academy.
- S-404 Safety Officer certificate.
- Hazardous Materials On Scene Commander certificate.

Fire Management Benefits
RETIREMENT: All regular employees become members of the Public Employees' Retirement System (PERS) 2.7% @ 57 (three year average final compensation); this formula will apply only to regular employees who have an original hire date after 1/1/2013. Prior PERS membership may affect retirement formula. Employees will contribute 15.75% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
INSURANCE: PERS medical plan, dental and vision insurance and an employee assistance program are all provided to the employee and eligible dependents. Employees pay a minimal portion of the selected medical plan. Represented employees contribute an additional $35 per pay period toward the cost of health care benefits. Basic life, family dental and vision are currently at no cost to a full-time employee.
VACATION: Employees working a 40 hour per week schedule are eligible for 80 hours per year for the first 5 years; 6-10 years = 120 hours; 11 or more years = 120 hours plus 8 hours for each year of service after 10 years to a maximum of 160 hours.
Employees working a 56 hour per week schedule are eligible for 12 hours per month for the first 5 years; 6-10 years=18 hours per month; 11 or more years up to 24 hours per month.
MANAGEMENT LEAVE: For employees working a 40 hour per week schedule, 80 hours of additional vacation per year is awarded. For employees working a 56 hour per week schedule, 112 hours of additional vacation per year is awarded. This additional vacation may be converted to cash.
OPTIONAL BENEFIT PLAN A $1300 < 10 years or $1500 > 10 years annual contribution may be used to purchase additional vacation, be placed in deferred compensation account, or be paid in cash.
HOLIDAYS: 40 hour employees receive up to 11 specific paid holidays and 24 hours of floating holiday. 56 hour employees receive 192 holiday hours.
SICK LEAVE: 40 hour employees receive eight (8) hours per month. 56 hour employees receive 12 hours. The City has a sick leave incentive program.
