Duties

  • Takes proactive and demonstrable actions to incorporate and sustain a customer service culture within the organization.
  • Perform as a functional and technical expert helpdesk in financial and administrative systems matters.
  • Monitors changes in Federal financial and accounting regulations in order to define and/or revise functional requirements to ensure compliance with new regulations and significant Departmental/Bureau policies.
  • Analyze fiscal operations to determine the adequacy, effectiveness, and appropriateness of the financial and administrative systems, related interfaces, and operating procedures.
  • Develop and execute recommendations and implementation plans for new and/or revised business practices or system modifications.
  • Resolve financial and administrative system issues collaborating with managers, colleagues, and professionals from a variety of entities.
  • Establish and maintain system processing controls and options that tailor the system to best meet the financial, administrative, and reporting requirements of the client organization.
  • Analyze software release documentation, develop structured system test plans for subsystems, process and review test cases, and compare anticipated with actual results to ensure that the integrity of financial data and systems.
  • Support annual financial and administrative system closing and other processing routines that support the financial management information requirements of client financial and program managers.
  • Advise financial and program managers and other accountants on system solutions to complex accounting and reporting problems.
  • Develop and deliver training on financial and administrative system access, functional operations, interfaces, inquiries, and reports to a variety of audiences.
  • Coordinate with Security Administrators to ensure that system security access, responsibilities, and user profiles meet the individual requirements of each client organization.
  • Recommend and test modifications to the security system to meet individual client requirements.

Qualifications

Specialized Experience:
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience analyzing areas such as vendor payments, invoicing, procurement, travel, accounts payable, and configuration management as a subject matter expert helpdesk resource to determine the adequacy, effectiveness, and appropriateness of financial, accounting, and administrative systems, related interfaces, and operating procedures to meet Department and/or customer requirements. Experience also includes using Oracle Federal Financials (OFF), or similar financial management application (such as Momentum or SAP), configuration management applications such as Service Now, and helpdesk ticketing applications such as Remedy.
