General Description and Classification Standards


This is an entry level professional level position in Finance. Develops, interprets, and implements financial concepts for financial planning and control.


Supervision Received


Work methods and assignment results are typically reviewed by a more experienced professional or a manager prior to final action


Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.


  • Develops, interprets, and implements financial concepts for financial planning and control.
  • Performs technical analysis to determine present and future financial performance.
  • Gathers, analyzes, prepares, and summarizes recommendations for financial plans, trended future requirements and operating forecasts.
  • Performs economic research and studies in the areas of rates of return, depreciations, working capital requirements, investment opportunities, investment performance and impact of governmental requirements.
  • Carries out assignments that are typically straightforward in nature.
  • Collaborates with senior peers on projects.

Follows standardized procedures and written instructions to accomplish assigned tasks.

None. May oversee temporary or contract workers as needed

  • Basic knowledge of finance principles and concepts.
  • Knowledge of City policies and procedures used to resolve routine financial issues.
  • Skill in use of Microsoft Office, accounting software, databases.
  • Ability to apply professional knowledge to carry out assignments with supervision.
  • Ability to process numbers quickly and accurately.
  • Ability to spot inconsistencies and either troubleshoot issues as they arise or escalate to higher level.
  • Ability to learn to use professional concepts.

Minimum Qualifications - Education and Experience


  • Bachelor’s degree in finance, accounting, or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis)
  • 6 Months work experience may be paid or volunteer, part time or full time.

Preferred Education & Experience


Master’s degree in finance, accounting, or related field (Equivalent professional experience may be considered for substitution for the master’s degree on an exception basis) with 6 months as an intern or co-op employee.
