DESCRIPTION OF WORK:
This is a full-time, on-site position. It requires highly responsible management and administrative work directing and coordinating the varied functions of the Finance Department. Serves as financial advisor to the management.
ESSENTIAL JOB FUNCTIONS:
The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related or a logical assignment for this classification. Other duties may be required and assigned.
Plans, evaluates, and directs the policies, programs, and operations related to the financial and budgetary activities of client.
Manages the operations of the Finance Department including financial operations, budget coordination and management, utility billing operations, purchasing functions, treasury management, debt management and grants management
Designs and maintains capital and operational cash flow needs.
Directs the collection and custody of funds.
Supervises Finance employees
Supervises the disbursement of funds, including the processing of payroll and accounts payable.
Invests funds and manages cash in accordance with Florida Statutes and client policies.
Leads and directs the preparation of the annual financial statements, annual audit, internal control narratives, and regulatory reports.
Ensures compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.
Leads and coordinates the development and administration of an annual budget.
Forecast revenues, prepare budget amendments as needed.
Prepares agenda items related to Finance Department activities and presents agenda items to the client.
Ensures compliance with TRIM.
Identifies and responds to customer needs and requests.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of rules, regulations, principles, and practices applicable to governmental accounting, debt issuance, treasury management, procurement, and budgeting.
Knowledge of the laws, ordinances and regulations governing municipal financial practices and procedures.
Knowledge of purchasing and procurement laws, policies, and procedures.
Ability to formulate and implement standard accounting methods, procedures, forms and records.
Ability to prepare complex financial reports and forecast financial position.
Ability to establish and maintain effective working relationships with other employees and the general public.
Ability to create and make presentations to the client on complex issues.
Ability to demonstrate managerial competencies such as team leadership, meeting strategic objectives, and succession planning.
Ability to develop annual budgets, financial plans / statements, reports, memoranda, recommendations, and policies and procedures.
Ability to research, prepare and report information regarding financial programs and activities using logic and intellect, accounting principles, mathematical concepts or data synthesis to make sound and educated decisions.
Ability to excel in moderately stressful environments, organizing and balancing priorities while constrained by time, resources, personnel, financial, and political considerations.
Ability to work independently on complex and confidential assignments and to analyze a wide variety of data.
Ability to clearly communicate professionally and properly in English language, grammar, vocabulary and spelling.
Thorough knowledge of terminology related to position responsibilities.
EDUCATION AND EXPERIENCE:
Bachelor’s Degree in Finance or Accounting or a related field is required.
Ten (10) years of experience in governmental accounting in a responsible management position.
Certified Government Finance Officer status or ability to attain within three (3) years from date of hire.
A valid Florida driver’s license is required.
