Duties:

  • Supervises finance staff, overseeing work priorities and deadlines. Monitors and evaluates employee performance. Ensures established policies and procedures are maintained.
  • Ensures compliance with relevant federal, state, and local legal requirements; researches legislation, consults with outside advisors, and files financial reports. Advises management of actions and potential risks.
  • Manages month end closing and reconciliations, develops deadlines for staff to verify that everything is recorded and reconciled timely.
  • Manages the GL chart of accounts to include adding new accounts, departments, funds, grants, etc.
  • Oversees fixed assets inventory management. Develops, monitors, and enforces procedures to safeguard assets.
  • Supervises and maintains the County’s payroll operations to ensure efficient handling of employees’ pay, deductions and benefit payments. Also serves are backup for payroll processing.
  • FYE Audit Reporting, maintaining records for yearly audits, grant reporting, contract management, and all other financial reports as needed.
  • Reviews contracts for approval and develops file management system for record keeping.
  • Audits 1099s and vendor management process.
  • Manages workflow of Accounts Payable and Purchasing.
  • Backup approver for all A/P invoices and periodically audit to ensure internal controls are followed.
  • Audits purchasing process to ensure internal controls are followed.
  • Receives and credits to proper account all revenue; county appropriations education lottery, surplus property sales taxes, staff purchases, donations/grants, and any other miscellaneous revenue received.
  • Conducts reporting for workers compensation auditing.
  • Works with Human Resources to support payroll and benefits audits.
  • Supervise RFP process and assists with staff training and updates.
  • Maintains all official accounting records to conform to generally accepted government accounting principles and GASB rules. Prepares, supervises, and maintains accurate accounting, payroll, and other financial records, statements, and files.
  • Maintains professional and technical knowledge thru website tutorials, educational workshops and seminars.
  • Prepares various reports as requested.
  • Performs other associated duties as required or assigned.

Requirements:

  • Completion of a minimum of a bachelor’s or associates degree in accounting. Transcripts must be presented upon hire.
  • At least five (5) years accounting and management work experience, preferably in work pertinent to governmental or public agencies.
  • Clean criminal record. Satisfactory report from state and national criminal background checks.
  • Thorough knowledge and understanding of internal controls, principles and guidelines governing financial practices and procedures.
  • Ability to evaluate financial systems, forms and records for informative financial reporting.
  • Understand and appreciate the responsibility of confidentiality and maintaining working relationships with all associates.
  • Strong communication skills.

Additional Job Requirements: Valid driver’s license, satisfactory pre-employment drug screen, background check, and completion of computer skills testing.

  • Requires excellent oral, written, listening, and presentation skills in communicating with the Council, the County Administrator and all department personnel, other County departments, elected officials, outside agencies and associations, and the public.

  • Must possess knowledge of operating personal computers and other office equipment as necessary.
  • Must have knowledge of principles and methods of administration, supervision, and modern office practices and procedure.
  • Requires excellent organizational, analytical, and problem-solving skills.
  • Requires a professional, approachable and pleasant demeanor; must be discreet, fair, tactful and firm.
  • Must possess ability to maintain confidentiality in regard to employee information and records.
  • Must be a team player with self-motivating skills.
  • Must have an understanding of the County Government’s responsibility to the taxpayers and an understanding of what affects the bottom line.

Mathematical Ability

  • Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; may require the ability to perform mathematical operations with fractions and algebra.

Physical Requirements

  • Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a computer and other office machines and/or related materials used in performing essential functions.
  • Requires the ability to coordinate eyes, hands, feet and limbs in performing coordinated movements such as typing.
  • Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds.
  • Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.

Environmental Adaptability

  • Ability to work under safe and comfortable conditions where exposure to environmental factors is minimal and poses a very limited risk.

Employee Expectations:

In completing the duties and responsibilities of the Finance Director, the employee will adhere to all County policies, guidelines, practices and procedures; act as a role model both inside and outside the County, perform duties as workload necessitates in a timely, accurate and thorough manner and be conscientious about meeting department productivity standards; and communicate regularly with supervisor about department issues.
