NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Property Exemptions Administration reviews, processes, and manages the applications for all exemptions and abatements awarded to commercial and industrial properties, residential multi-family construction, new one- to two-family construction, government entities and non-profits, homeowners, and senior and disabled renters.
The Property Exemptions Administration (PEA) Compliance Unit (CU) is searching for an Exemptions Compliance Manager to ensure that all of PEA's program operations and procedures comply with statutory requirements, agency policy, and all relevant City and State regulations. The chosen candidate will be responsible for conducting research, data analysis, including some data mining and statistical and economic analysis to identify or support the resolution of property tax exemption or abatement administration matters that could impact the production of an accurate assessment roll within the designated timeframe. The chosen candidate will be responsible for conducting research, data analysis, including some data mining and statistical and economic analysis to identify or support the resolution of property tax exemption or abatement administration matters that could impact the production of an accurate assessment roll within the designated timeframe. Reporting to the Director of the Compliance Unit, the selected candidate will be responsible for the following:
- Develop measurable work standards for processing exemptions and abatements across the department in conjunction with DOF goals, the Property Division, and the PEA Department.
- Ensure PEA processing teams are compliant with NY State and City statutes by enhancing and communicating Standard Operating Procedures (SOP) when necessary.
- Develop and implement data quality assurance tools across PEA Units to resolve compliance issues related to property exemptions and abatements.
- Take a leadership role in Compliance projects and standardize reports and analysis when documenting processes and outcomes.
- Analyze data using Property Tax System (PTS) and other Property division tools and spreadsheets to identify patterns and support PEA's compliance reporting needs and develop
- Research complex issues and communicate findings clearly and completely to Director of Unit, DOF's Senior Management, Legal, Internal Audit, External Affairs, Customer Service, Press
- Cross-reference data from multiple sources to resolve complex and sensitive exemption and abatement issues.
- Maintain status update reports on internal and external audits.
- Work with PEA Program Managers/Customer Service/Data Analytics & Program Evaluation, PTS functional leads, or other stakeholders to resolve compliance-related issues in a timely
- Participate in and develop process re-engineering for staff in functional areas of the exemption and abatement programs to ensure that the most current and accurate procedures are being
- Supervise and manage CU staff.
- Propose initiatives to assist with processing of programs and ensure department compliance as it relates to city and state statutes.
- Create and execute mechanisms to mitigate occurrences of unauthorized property tax exemption or abatement applications and the issuance of fraudulent property tax exemption or
- Serve as Unit's Director and oversee day-to-day administration and operations of CU at managerial direction and when required.
Minimum Qual Requirements
Level I
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Level II
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one year full-time work experience in a related field, or a master’s degree from an accredited college or university, in the areas described in “1” above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science."
Level III
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Special Note:
To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements of Level II, at least three years full-time work experience in a related field, or a Doctorate degree from an accredited college or university, in the areas described above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

Preferred Skills
- Experience in property tax exemptions or abatements, or in any other related field, with an understanding or willingness to learn about relevant City and State regulations, like the New York
- Previous supervisory or managerial experience.
- Experience with policy research, analysis, methodical writing, complex economic research, financial calculation, public affairs, and public speaking, with a focus on compliance and regulatory
- Excellent written communication skills, with the ability to produce Standard Operating Procedures (SOP) documents to guide current and new staff in compliance-related matters.
- Project management experience, including the ability to write business requirements that outline user roles, data requirements, and other key details needed to drive process improvements.
- An advanced degree in a relevant field is a plus.
