JOB DUTIES
ESSENTIAL DUTIES
Prepares electric, water, sewer, and sanitation billing and processes exceptions for residential and commercial accounts, and large contract customer accounts. Prepares street light billing and customer statement billings. Receives and processes customer fire hydrant meter readings and prepares monthly fire hydrant billing.
Responsible for answering internal and external customer inquiries, performs routine customer account maintenance, as required.
Verifies accuracy of accounts billed on a daily basis by examining billing registers, including statistics of electric, water, sewer, sanitation, gross receipts, governmental gross receipts taxes. Responsible for investigating discrepancies found on customer accounts i.e. zero reads, skipped reads, no bills.
Thorough knowledge of Customer Care processes, policies, procedures, rate classes and billing procedures. Knows, understands and interprets all rate tariffs, customer and exception processing procedures and customer needs.
Reviews overall billing process for correctness and accuracy. Re-figures bills which have been issued to customers incorrectly. Responsible for account adjustments. Maintains accurate rate tables and adjusts rates as directed.
Evaluates the accuracy of meter readings and directs re-reading of meters where there appears to be an inconsistency between the readings for present and previous months.
Processes meter reading data; prepares utility billing file to be electronically sent to the bill print vendor, maintains current customer account files and assists in reconciling utility billing activity with the general ledger.
Receives telephone calls concerning utility billings or services; handles questions and matters of a more technical nature; responds to citizen billing complaints. Performs the first line of analysis with problem bills and conducts research on accounts as necessary.
Assist users of the CIS system and interfaced program applications with functional support.
Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
Updates service orders, connects, meter changes and finals customer accounts.
May be asked to provide data for end-of-month reports.
Initiates file transfer to out-source printing of bills on a daily basis.
Submits nightly billing functions and updates.
Files all reports, completes complex worksheets for large contract customers, takes care of tampering paperwork and researches information for files to complete bill-ons and bill-offs.
Attendance at work is an essential function of this position.

QUALIFICATIONS
This position is subject to the City's Drug and Alcohol Free Workplace Program. This includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
Extensive background checks required.
High school diploma or equivalent.
Previous experience in billing and customer service preferred, but not required.
Knowledge of general bookkeeping procedures.
Knowledge of mathematical functions such as addition, subtraction, multiplication and division.
Ability to communicate effectively both verbally and in writing in order to assist the public and other department personnel.
TOOLS AND EQUIPMENT USED
Calculator, phone, fax and copy machine, personal computer and applicable software.
