Description
This position provides principal administrative support in the Evaluation and Measurement Unit, for supervisors, and, in some cases, to the subordinate staff of those supervisors. The Evaluation Program Assistant maintains a close and highly responsive relationship to the day-to-day activities of the office and its staff, works fairly independently receiving a minimum of detailed supervision and guidance, and performs various clerical and administrative ial duties requiring knowledge of office routine and an understanding of the organization, programs, and procedures related to the work of the office. Computers exist in the environment, requiring working knowledge of certain office software programs, and training to operate those proprietary software programs specific to office needs.
Requirements
- Knowledge and Process Management Standardize and document EMU processes to ensure the efficiency and effectiveness of the Evaluation and Measurement Unit within SLS.
Align EMU processes with Department of State records management requirements and privacy policies.
Design and maintain logistics model for EMU workflow including a file and folder naming system and a guidance document for writing EMU standard operating procedures (SOPs).
Design and implement knowledge management practices for EMU, including cross training sessions for staff and backup assignments to ensure continuity of operations.
- Data collection and reporting Collaboratively develop survey administration process and procedures, send survey invitations, and coordinate with language section supervisors to follow up with non-respondents.
Collect and clean qualitative data obtained in interviews and focus groups as part of EMU-led evaluation projects.
Respond to requests for standard quantitative and qualitative data reports from other divisions.
- Technical Support and Training Support SLS staff members in use of internal databases, tracking, and reporting systems.
Identify training needs within EMU and for external stakeholders who interact with EMU databases, trackers, and evaluation tools.
Design and deliver training sessions on EMU products.
Support EMU-led training events.
- Reporting and editing Schedule and document proceedings of internal and external meetings with EMU stakeholders.
Edit major documents, such as the annual Evaluation Report, for clarity and consistency.
- Communications Develop and implement external communication plan for EMU.
Maintain and update design of external-facing website and track usage metrics.
Basic Qualifications:
- Secret Clearance
- High School Diploma
Minimum Qualifications:
- 3 years’ work experience is preferred
- SharePoint experience strongly preferred.
- Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook).
- Can demonstrate advanced-level competency in Excel, and PowerPoint (or equivalents).
- Experience using Microsoft Access to manage simple databases.
- Experience using Microsoft Visio to develop process maps.
- Experience using Qualtrics or other major survey platforms.
- Experience using customer service-style surveys.
- Ability to manipulate information in existing databases.
- Background in quantitative and qualitative data analysis.
- Strong written and oral communication skills.
- Ability to to work as a member of a team.
- Ability to work in a fast pace environment and meet deadlines.
- Ability to work independently and take initiative.
- Ability to present yourself professionally in a government environment and to inspire confidence with those with whom you have contact.
- Bachelor’s degree is preferred.

Physical Requirements:
- While performing the duties of this job, the employee must be able to remain in a stationary position up to 90% of the time.
- Constantly operates a computer and other office productivity types of machinery, such as a calculator, copy machine, telephone, and computer printer.
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
- The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations
- Frequently moves boxes weighing up to 20 pounds across the office for various needs
- Occasionally ascend/descend stairs, ladders, or ramps.
- Noise level may be loud at times.
