The Maryland Department of Transportation State Highway Administration’s (MDOT SHA) Office of Planning and Preliminary Engineering (OPPE) Environmental Planning Division is recruiting for a Senior Architectural Historian (Environmental Analyst IV) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment . Nature of work: This position serves as the Senior Architectural Historian in the Cultural Resources Section of the Environmental Planning Division (EPLD) of the Office of Planning and Preliminary Engineering (OPPE). The Senior Architectural Historian is responsible for identifying, evaluating, treating, and documenting historic standing structures; assessing project impacts and effects to cultural resources; recommending and developing means of minimizing and mitigating adverse effects; coordinating projects with appropriate agencies; and ensuring compliance with a variety of state and federal laws and regulations to complete required review processes. The position provides leadership within a team structure and serves as a subject matter expert in architectural history and compliance with Section 106 of the National Historic Preservation Act. The Senior Architectural Historian is responsible for providing technical assistance and training to EPLD staff and managing the MDOT SHA Historic Highway Bridge Program and consultant contracts.

MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, forestry, horticultural or related sciences, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history or related fields such as ecology, landscape architecture, or environmental engineering.
Experience: Six (6) years of experience in environmental analysis to include the development of plans, specifications, estimates, and design, OR six (6) years of experience in environmental management to include the development, implementation and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations.
Selective Qualification: Three (3) years of experience in professional architectural history practice and compliance with Section 106 of the National Historic Preservation Act.
A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).
Preferred Qualifications:
The ideal candidate will possess the following:
- Knowledge of federal and state environmental statutes, laws, regulations, policy procedures, especially those related to Section 106 compliance, transportation planning, and cultural resources.
- Knowledge of the principles, practices and methods of historic standing structures and identification, evaluation, and mitigation.
- Skilled in negotiating in an adverse setting with state, federal, local, private, and public entities to represent the agency, provide information and resolve conflict.
- Ability to effectively communicate with agencies, the public, and other MDOT SHA customers.
- Ability to interpret and apply state and federal regulatory policy, procedures, and guidelines, especially those pertaining to cultural resources.
Notes:
1. Possession of a master's degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience.
2. Possession of a doctorate's degree in one of the disciplines required may be substituted for two years of the required non-supervisory experience.
3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.
