Job DescriptionThis position has full responsibility for operation of the Environmental/Health Code Compliance department, planning, conducting, and administration of environmental health programs. Responsible for enforcement of city ordinances and State of Texas Health laws and regulations and responsible for prevention and/or control of food borne diseases and communicable diseases. Job Responsibilities
1. Plans, develops, coordinates, and administers the city environmental health programs.
2. Coordinates work with various city departments, county, and state agencies.
3. Supervises and delegates the activity of office staff, sanitarians, code enforcement officers, and environmental health specialists.
4. Provides consultation to staff and sanitarians.
5. Assist in training of new employees, determines work load, hires, disciplines, and terminates employees.
6. Evaluates conditions and situations, makes decisions and/or recommendations for course of action on complex problems.
7. Plans and recommends personnel and budget actions pertaining to environmental health services programs.
8. Plans and supervises ongoing/continuing education for staff.
9. Reviews all plans for new and remodeled food establishments.
10. Conducts and oversees a comprehensive food establishment inspection program.
11. Administer an ongoing insect and vector control program city-wide.
12. Interprets and enforces public health laws, ordinances and regulations.
13. Conducts epidemiological investigations.
14. Reviews all inspection reports concerning food establishments, determine appropriate action for violators.
15. Conducts and plans health related seminars.
16. Responsible for preparing annual budget.
17. Prepares and participates in environmental educational programs on city cable TV media.
18. When necessary presents proposed environmental ordinances to city commission.
19. Frequently has contact that require interaction with outside companies, agencies, and citizens. Many of the contacts require stating the City's policy on the inquiry involved. Knowledge, Skills and Abilities
Minimum Requirements - 1. Job requires Bachelor's Degree from an accredited college or university in the field of public health, environmental health, environmental compliance, or a related field. Masters of Public Health preferred.
2. Job requires basic knowledge in a professional field in which extensive specialized training in required in order to be able to correlate information, prepare and write reports, set up detailed procedures from general requirements, and make explanation of a complex nature employing technical or written expression. Work involved in the area of environment or public health.
3. Job requires two (2) to four (4) years of progressive experience in environmental health or related fields. Experience with broad management skills is required.
4. Job requires a current, valid Texas Class C driver's license.
5. Job requires advanced knowledge in a professional field in which extensive specialized training is required in order to be able to correlate information, prepare and write reports, set up detailed procedures from general requirements, and make explanation of a complex nature employing technical or written expression.
6. Requires the interpretation of data from several different sources as a basis for making decisions.
7. Considerable tact is required in communications.
8. High factual accuracy is of utmost importance in conjunction with the exercise of sound judgment. Thoroughness is essential because of the detailed nature of the work. Mistakes may cause considerable financial loss and loss in prestige by the city in its dealings with others.
9. Occasionally must make rapid decisions. About 50 percent of the job is comprised of related tasks and the other half of unrelated tasks. Interruptions can occur about 40 percent of the time and may significantly interfere with job performance. Work flow is considered about the typical level for this kinds of jobs. Physical Requirements
1. Exposure to lost time accidents, involving more serious cuts, bruises, muscle strain, allergies, or some exposure to disease or contamination, which would not be permanently incapacitating in nature.
2. Works regularly under poorer-than-average conditions, where illumination, ventilation, space in which to work, or some other environmental feature is considered unpleasant or uncomfortable. Additional Information
