JOB SUMMARY
Responsible for administering a broad range of services and programs related to Economic Development



PRINCIPAL DUTIES AND RESPONSIBILITIES
  • Business Retention and Expansion (BRE) - Provide general support to the BRE program including but not limited to the following
    • Gather and report data on key businesses in Elkhart
    • Monitor and report on trends in all relevant industries
    • Work with AD of Economic Development on providing solutions to any impediments to remaining or expanding in Elkhart
    • Search out best practices for BRE programs and make recommendations
  • Incentives – Provide general support for the Incentive program including but not limited to the following
    • Review development proposals and make recommendations for available incentives
    • Prepare and present incentive package proposals
    • Implement approved incentive proposals
    • Monitor and report on compliance of development agreements
    • Search out best practices for incentive programs and make recommendations
  • Business Attraction Program – Provide general support for the Business Attraction Program including but not limited to the following
    • Track typical Critical Location Factors for all relevant industry
    • Gather critical data that can be used in business attraction efforts
    • Help to develop marketing material
    • Search out best practices for business attraction and make recommendations
  • Entrepreneurial Encouragement and Support
    • Provide support in collaboration with partners around
      • Access to Capital
      • Space Needs
      • Workforce Needs
      • Capacity Building
    • Primary Contact for all small business and entrepreneur programs and incentives including but not limited to
      • Business Resiliency and Growth Program
      • Small Business Continuity Program
      • Aurora Capital Fund
      • Small Business Incubator (via Neighborhood Opportunity Hub)
    • Data Management
      • Gather and keep up to date all relevant data for economic development efforts
      • Partner with stakeholders to exchange needed data to further the city’s objectives
      • Package and make available needed data to potential and existing investors
    • Business Services – Provide general support for business service program which includes but is not limited to
      • Concierge services for designated projects
      • City liaison for workforce development initiatives
      • City liaison for business logistics initiatives
      • City liaison for business technology initiatives



OTHER DUTIES AND RESPONSIBILITIES

  • Attend all relevant board/committee/community meetings as assigned
  • Seek out and participate in training that will increase your aptitude in the economic development discipline
  • Host/participate in all relevant economic development events
  • Participate in the Special Events Committee
  • Keep Economic Development web page up to date
  • Facilitate all communications
  • All other duties and responsibilities as assigned



EDUCATION AND EXPERIENCE
Must meet any one of the following combinations of education and
experience in: Business, Planning, or Economic Development
A). Bachelor’s degree and one (1) year of experience
B) Master’s degree
Must have a valid driver’s license.



KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of general office procedures
  • Proficiency in database, internet, and MS Office applications
  • Excellent written and verbal communication skills, including the ability to communicate effectively and tactfully with the general public and co-workers
  • Ability to be self-directed, including working independently and as part of a team
  • Ability to understand and follow instructions of a routine and complicated nature.
  • Ability to do basic bookkeeping
  • Basic knowledge of economic development, commercial real estate, or commercial lending preferred
  • Ability to speak, read, and write in Spanish preferred



PHYSICAL, MENTAL, AND VISUAL SKILLS
  • Ability to read, write, interpret and verbally give instructions
  • Ability to be mobile within the primary work location, as well as other locations outside the primary work location
  • Critical thinking and problem solving capabilities
  • Clarity of vision with or without correction



WORKING CONDITIONS
  • Work is performed in a 40 hours per week standard office environment. Some overtime may be required.
  • Some work will take place at other locations within the community.
  • Some work will be required during evening/weekend hours.



POST OFFER TESTING REQUIRED
  • The City of Elkhart is a Drug Free Workplace. Therefore, successfully passing a post offer drug screen is required (random drug testing may be conducted after employment).
  • Background checks producing acceptable BMV and criminal history reports required.
