About us

The North Fayette County Municipal Authority, whose business office is located in Dunbar Township, is a non-profit municipal authority providing clean, safe drinking water to approximately 35,000 residents of Fayette County, Pennsylvania. Our 6 million gallon per day water treatment plant is located along the Youghiogheny River. We have more than 400 miles of main transmission line with eight water storage facilities strategically located within the County. We also supply bulk water to two other water purveyors in the County.

The North Fayette County Municipal Authority is seeking a Manager to lead our Distribution team. The qualified candidate must:

Aquire and maintain a minimum PA DEP Class E Water works Operators license for distribution within two years of start date. (Failure to maintain a Waterworks license will be grounds for immediate dismissal)

Have and maintain a Driver’s License. (Failure to maintain a Driver’s license will be grounds for immediate dismissal)

Have excellent communication skills and experience working in a professional office environment.

Be able to communicate favorably with English speaking customers about meter and billing issues and convey the regulations of the Authority concerning water service.

Be proficient with Microsoft Office software with emphasis on Excel, Word, Access, and Explorer.

Have a working knowledge of Adobe Photoshop in order to maintain field sketch cards and distribution maps.

Have a thorough working knowledge of water meters, automatic meter reading systems (AMR), water distribution systems and household plumbing.

Be knowledgeable of water pressure boosting systems, water pressure regulating and the communications between booster stations and storage tanks.

Responsibilities:

  • The Distribution Manager (DM) must be knowledgeable of all facets of the utility system.
  • The DM must work with office personnel on updates and training on the Authority’s business software.
  • The DM must be able to lead office and field personnel while providing a fair and sincere customer service to the customers of the Authority.
  • On a daily basis the DM will lead the distribution personnel by evaluating and scheduling work orders and resolve problematic work orders with service crews and communicate directly with customers on a solution.
  • The DM must monitor and maintain proper levels of all water facility material and assure a strict inventory.
  • The DM must keep up to date on the new meter and AMR Technology, leak detection equipment and must have the capability to provide training sessions to the workforce.
  • The DM will work with system mapping and will be required to keep the system drawings up to date and to develop and research GIS systems that the Authority is adapting to. This shall include the use of computer aided drafting and managing the customer service file.
  • The DM shall maintain proper process control operations of the water pressure booster station, water pressure regulating stations and water storage tanks.
  • The DM shall have a working knowledge of the communications required between these water facilities to insure the operation of the system.
  • The DM must be able to manage a workforce of 18-24 employees.
  • The DM shall assist the Business Manager and the Filtration Plant Manager as needed and shall report directly to the General Manager.
  • The DM shall direct the Assistant Distribution Supervisor on a daily basis to accomplish specific tasks and will be required to work with the Customer Service Manager and service crews to resolve problematic work orders and communicate directly with customers toward a solution.
  • The DM shall be capable of communicating with water line contractors and able to interpreted construction drawings. Planning of future improvements to the water system is important to the future of the water Authority and the DM must convey his thoughts and plan for future projects to the General Manager.

Experience in the waterworks/wastewater industry is preferred.

Pre-employment physicals, testing the ability to lift, will be required. There will also be Criminal Background checks, drug and alcohol screening and previous employment inquiries.

A bachelors degree is preferred but not required.

Management experience with collective bargaining unit employees is preferred.

The type of work you will be performing requires work boots, work clothing (long pants) shirts and items that you may want for protection from the environment.

Personal cell phone calls during working hours are prohibited.

Do expect to be exposed to the outdoor environment and the conditions expressed in this letter.

Standing for periods of up to 4 hours maybe required.

Walking 30 degree inclines for distances of 1,000 feet and climbing vertical ladders to a height of 40 feet, ascend and descend stairs and stationary vertical ladders as part of normal work activity and in emergency egress situations.

Must be able to lift moderate (10lbs) to heavy (20lbs) material and demonstrate proper lifting techniques.

Pay: $65,000.00 - $70,000.00 per year
