DISTINGUISHING FEATURES OF THE CLASS: The work involves managing the design, development, implementation and maintenance of the data and voice network information systems at the Erie County Medical Center Corporation. The incumbent researches new, innovative and emerging technologies and identifies those that may play a role in the organizational goals and objectives, ensures the successful implementation of these technologies, maintains service levels to the organization and supervises the technical services staff. The work is performed under the general supervision of the Chief Information Officer. Supervision is exercised over lower-level technical staff. Does related work as required.

TYPICAL WORK ACTIVITIES:
Recommends, purchases and implements technology protocols, systems and modifications to existing protocols as needed;

Develops and manages the implementation of new technology strategies in accordance with the organizational strategic direction;

Manages the daily activities of the telecommunications, network, desktop services and technical support areas including assigning and scheduling work and establishing and evaluating specific performance standards;

Monitors adherence to protocols by department staff and users of ECMC’s information systems;

Monitors technology service levels within the organization;

Assists with the development and implementation of the twelve and twenty-four month technological plan and budget:

Assists with the development of technical data security and application architecture plan for a complex multi-tiered application development environment;

Assists in monitoring organizational compliance with state and federal regulations regarding safety of patient information;

Participates in technical and clinical education on an ongoing basis.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices associated with the design, development, implementation and operation of computerized management information systems; thorough knowledge of current network and system design, security and communication protocols within a wide area network; good knowledge of hardware capabilities, software systems, computer applications and date/voice telecommunications; good knowledge of computer and network operating systems; good knowledge of systems analysis and design and project management techniques; ability to interpret and apply complex technical information; ability to solve problems in a creative and logical manner; ability to communication effectively both orally and in writing; ability to develop and manage the implementation of strategic plans and activities; ability to establish and maintain effective working relationships with all levels of personnel and outside vendors; ability to supervise and assess the work performance of others; organizational skills; sound professional judgment; initiative; physically capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:
Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Management Information Systems, Business or Public Administration, Computer Science or related field and five (5) years of experience in the design, installation and support of information technology systems, three (3) years of which were in a hospital environment supporting clinicians and patient care systems and one (1) year of administrative or supervisory experience.

NOTE:
Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Management Information Systems, Business or Public Administration, Computer Science or related field may be substituted for two years of the required generalized experience but my not be substituted for the required specialized experience.

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
