    Qualifications:

    • Bachelor’s degree in related field (Finance, Accounting, Educational Leadership, etc.).
    • Five (5) years’ experience in accounting, finance, or charter school leadership. School district experience a plus.
    • Lead the team in conducting ongoing annual charter evaluation work, also analyzes financial data that informs understanding of the financial health and fiscal management performance of charter schools.
    • Ability to work cross-functionally across departments and engage multiple stakeholders in working toward a common goal
    • Knowledgeable about change management and quickly able to establish credibility among team members including partners, peers, and executive leadership
    • Must possess strong analytical, time management, and organizational skills
    • Knowledge of district, state, and federal policies, guidelines, laws, and rules related to public school education and school-accountability

    Summary

    The Director of School Choice and Enrollment shall be appointed by the Allentown School District and shall report to the Chief of Performance Management, Equity & Accountability. The Director of School Choice and Enrollment will oversee the district’s charter school office. The Director will serve as the primary point of contact for all school choice related questions, including billing, enrollment, transportation, and accountability. Responsible for developing the school choice office that will add value and efficiency to ASD, including but not limited to establishing guidelines, setting procedures, and document the process for Charter School applications, Charter School Review, Charter School monthly billing/ Accounts Payable, Charter School Enrollments and Transportation requests.

    Essential Duties and Responsibilities

    • Provide assistance to the Allentown School District Administration in charter school review teams on PA Charter School Law and the use of tools/ processes for reviewing charter school applications and conducting charter school annual progress reviews.
    • Serve as district expert related to Charter School Law and best practices.
    • Asist with application review, annual progress review and renewal teams.
    • Assist with the review and evaluate each charter school's Annual Report to the PA Department of Education. Ensure a professional and timely response to internal/external communications, questions, and concerns regarding charter schools.
    • Provide information to inquiries about School Choice as well as PPS programs, schools, etc.
    • Research and document best practices for reviewing charter school applications and monitoring them.
    • Produce ad hoc reports upon request.
    • Support District departments in developing and maintaining productive and amicable working relationships with charter schools.
    • Continuously improve tools and process for reviewing and monitoring charter schools.
    • Establishes sound working relationships with charter school principals and other charter school stakeholders
    • Support the goals of the Office of Assessment and Accountability.
    • Ensure accurate records are maintained related to charter school payments, enrolment dates, residency status, IEP status and payments.
    • Oversee the monthly charter school billing/AP process. Ensure monthly payments are processed timely and accurately.
    • Assist in the preparation of the Pennsylvania Department of Education forms.
    • Reconcile the enrollment data to the monthly bill
    • Develop performance management reports to ensure accountability and transparency
    • Other duties as Assigned by the Supervisor and/or his or her designee.
