OFFICIAL TITLE: Director of Facilities

SUMMARY DESCRIPTION OF CLASSIFICATION: Supervises the maintenance and custodial operations of the school district



MINIMUM QUALIFICATION STANDARDS
QUALIFICATIONS:
Bachelor's degree in Facilities Management or related field is preferred.
Alternatively, ten or more years of supervisory and administrative experience. and experience directly relevant for performing the functions of the position.
Certification (s) related to Facilities Management or CMAA Certified Construction Manager/ Supervisor’s License preferred. Experience in educational or municipal facilities, or experience with the MSBA required.
Experience with computerized maintenance management systems, such as automated work order systems, surveillance systems, and HVAC control systems required.
MCPPO Certification (working knowledge of MGL Chapters 7, 30, 30B, and 149) preferred.
LEED Certification, or OSHA Certification preferred.

DUTIES AND RESPONSIBILITIES

PHYSICAL PLANT
a.Constantly strives to promote the safety, health, and comfort of students and employees.
b.Working closely with the Superintendent of Schools or his/her designee to assure safe passage of pupils, other personnel and vehicular traffic in or about the school building.
c.Plans and supervises seasonal work such as snow removal, landscaping, etc.,
d.Maintains close communications on physical plant needs with the municipality’s Department of Public Facilities and with the Police, Fire and Public Works Departments.
e.Directs energy conservation for the New Bedford Public Schools.
f.Performs all other duties relative to the maintenance, cleanliness, safety, repair, and security of school buildings and grounds that may be assigned by the Superintendent of Schools.

OPERATIONS
a.Develops and maintains the operations and maintenance plan. Consults with Building Principals regarding the implementation of regular preventive maintenance programs.
b.Plans and oversees all maintenance and repair work, maintaining a high standard of safety, cleanliness, and efficiency.
c.Organizes, lays out, and inspects work via a quality-focused process of verification of all building systems and subsystems,
d.Leads the procurement of and advises on the hiring of contracted services to perform specified maintenance and repair services.
e.Directs all repairs and establishes a schedule for the maintenance of all School Department vehicles.
f.Keeps informed of current practices/procedures in plant and equipment maintenance by attending related seminars and workshops.
g.Oversees and enforces the district compliance with Occupational Safety regulations, AHERA, the "Right to Know" law and related state and federal regulations.

PERSONNEL
a.Supervises maintenance, plant engineers, custodial, and grounds in conformity with regulations and policies of the New Bedford Public Schools.
b.Under the direction of the Building Principal and/or the Business Manager, is responsible for the recruitment, selection, assignment, and scheduling of custodial, maintenance tasks.
c.Schedules work force to accomplish unusual as well as customary and regular maintenance and inspection tasks, taking into consideration vacation leave, part-time, overtime, and other work assignments as required.
d.Conducts training sessions for required techniques and recommended maintenance practices and procedures.
e.Evaluates custodian, maintenance, and plant engineers according to the performance standards, regulations and policies of the New Bedford Public Schools.
f.Participates in collective bargaining sessions with custodians and maintenance as requested by the Superintendent of Schools or his/her designee.
FINANCIAL
a.Produces an annual plant and operations custodial and maintenance budget and updates projects and cost estimates for the Five Year Capital Outlay Plan on a yearly basis.
b.Maintains an accurate budgetary system and demonstrates sound procurement practices for purchasing all plant and operations material, supplies and equipment in accordance with school, city, state, and federal laws and regulations.
c.Analyzes current plant and operation data and costs, and advises the Superintendent of Schools or his/her designee about adverse trends and suggests corrective action when applicable.



TERMS OF EMPLOYMENT:
  • Non-Union, 12 Month position
  • Salary: $115,000 – $140,000. Salary placement is based on demonstrated experience in a similar capacity.
  • PHYSICAL DEMANDS (Special requirements such as lifting heavy objects and frequent climbing): Frequent fine motor use such as typing, filing. Alternative standing, sitting, bending. Travel between school locations throughout the workday as needed.
  • SPECIAL REQUIREMENTS (Frequent overtime or night work required, etc.): Will need to attend evening meetings on occasion.

  • REPORTS TO: Assistant Superintendent of Finance and Operations
