The Director of Behavioral Health is responsible for operational leadership and direction for Behavioral Health Services at all locations of Family Health La Clinica (FHLC). Responsible for ensuring regulatory compliance and effective expansion of services to new sites and locations. The Director will continuously monitor and adapt care delivery to ensure patient access to high quality, evidence-based behavioral health services and team-based care.
The Director is responsible for being the thought leader for FHLC’s integrated and specialty behavioral health services and the champion for the data-driven, innovative evolution of an effective and sustainable model of behavioral health integration, ensuring that senior leaders are adequately informed to make strategic decisions and/or shift priorities. The Director is also available as a resource for consultation on other inter-departmental and agency needs as indicated and will work collaboratively with clinical and organizational leadership, as well as community partners and stakeholders in line with department needs and objectives. This position collaborates with all other Clinical and Operational leaders and the teams at FHLC to establish and support the effective operations of integrated and specialty Behavioral Health services and programs for patients, under FHLC’s FQHC model of care, to ensure patients receive high quality health care.
Primary Duties & Responsibilities:
- Provides administrative operational oversight and coordination of FHLC’s specialty and integrated behavioral health service line.
- In collaboration with the Chief Operating Officer (COO), Clinical Chiefs, and other FHLC clinical and operational leaders, develops other programs, services, and linkages as they pertain to Behavioral Health Services and are appropriate to meet the needs of FHLC patients, supporting FHLC Strategic goals.
- Provides operational leadership, regulatory compliance and the continued development of the integrated and specialty Behavioral Health program at FHLC.
- Assures the FQHC model of care is reflected in the delivery of all BH services in alignment with the mission/vision/values of FHLC.

Staff Competency and Skill Development
- In conjunction with other clinical and operational leaders, ensures clinical assessment/competency/oversight and development of clinical staff.
- Participates in the development and review of clinical guidelines.
- Supervises the direct reports ensure management and leadership of Behavioral Health staff, including selection, training, coaching, evaluating, discipline, and timely performance reviews.
- Provides operational support guidance, and mentoring to all clinical staff, ensuring that there is completion of appropriate documentation required by policy and for certification and licensure.

Quality/Compliance Duties:
- Supports efforts of the relevant clinical leaders to develop/maintain audits, peer review tools, documentation requirements and processes to ensure compliance.
- Supports the development and implementation of planned, systematic, written process and on-going system for monitoring and improving quality and safety in partnership with the Director of Quality and Compliance (DQC)
- Supports the development of processes and takes the lead for identification, collection, and analysis of performance measurements.
- Responsible for ensuring appropriate project management of behavioral health grants in collaboration with other clinical and operational staff. Additionally, tracks and monitors all grant requirements, activities, and records, and keeps key stakeholders and the C-Suite regularly informed of progress/compliance of the work.
- In collaboration with DQC, conducts timely and regular evaluation of incidents, complaints, grievances, and related investigations and ensures correction of any observed deficiencies identified through quality improvement process.
- Assures that staff in the Behavioral health department complete mandatory employee trainings, including but not limited to HIPAA health, safety & environment (blood borne pathogens, emergency preparedness, infection control, workplace safety, etc.) fraud, waste, and abuse, etc.
- Develop/update policies and procedures related to risk, compliance, and quality as they pertain to the Behavioral Health Program.
- Ensures Behavioral Health clinical staff maintain annual malpractice training that meets HRSA and FTCA requirements.
- Ensures that behavior of staff related to health, safety & environment meets company standards

Clinical Operational Duties and Responsibilities:
- Facilitates processes to provide timely in-clinic or outside referrals to other specialty providers as clinically needed.
- Ensures best practices in patient access, patient flow, staffing, and facilitates patient engagement and follow up in Behavioral Health care with the Behavioral Health teams.
- Maintains appropriate and required standards for the position and state licensure.
- Working with the teams, facilitates access for patients in need of Behavioral Health or Substance Abuse Treatment services.
- If applicable, provides Direct Clinical services in accordance with licensure and scope of practice.

Human Resources duties and responsibilities:
- Participates in the development of recruitment and retention strategies.
- Effectively supervises employees.
- Participates in interviewing and candidate selection process.
- Develops and coordinates new employee orientation and on boarding program within the department.
- Creates and tracks training program within the department.
- Maintains documentation and follows corrective action process.
- Completes performance appraisal process per established policies.

Strategic Planning duties and responsibilities:
- Collaborates with senior leadership in establishing and supporting the accomplishment of strategic goals through the Strategic Plan
- Communicates strategic imperatives to staff regularly at staff meetings.

Budgeting duties and responsibilities:
- Develops annual operating budget.
- Effectively manages expenses for the department.
- Effectively manages staffing to budgeted FTEs.
- Other duties as assigned.

This position requires an individual, who has the ability to work independently, is able to work under pressure, is analytical and has excellent problem-solving skills. Must maintain a state of Wisconsin Driver’s License, as well as the ability to pass the requirements to complete the minimum requirements to operate a company vehicle.
- Graduation from an accredited college or university with a master’s degree and/or equivalent experience and training in psychology, social work, counseling, or a related field.
- Licensure/Certification in a relevant clinical area preferred.
- Demonstrated leadership skills including excellent oral and written communication skills.
- Strong knowledge and experience with substance use disorders
- Five or more years direct clinical experience with community health populations, preferably working in an integrated model.
- Five or more years of experience supervising and mentoring employees
- Computer skills and knowledge of applicable software programs.
- Ability to work with diverse populations
- Flexibility with schedule
