Job description
- Works with the Park and Recreation Director to supervise, hire, train, direct, and evaluate department personnel; to monitor all activities and operations of the department; to set goals and objectives, and establish guidelines for performance. Provides leadership and collaboration with personnel on day to day and long term planning.
- Works with Division Heads to plan and develop future facilities and programs, including budget and financial administration proposals, for review by the Parks and Recreation Director, City Manager, and City Commission.
- Assists Division Heads and Park and Recreation Director in preparing, analyzing and monitoring operating budgets. Assists with development of long and short term goals and objectives/activities.
- Works with Division Heads by reviewing operating policies, planning facility repair and maintenance, assisting with marketing, and soliciting corporate sponsorships, grants and other funding resources.
- Prepares, monitors and administers contracts and assists Division Heads with contract administration.
- Reviews and verifies documents, reports and records prepared by staff for accuracy and conformance to department and City standards, rules and procedures.
- Works with City departments, community organizations, and user groups to encourage and promote programs and facilities.
- Acts as the Parks and Recreation Director in the Director’s absence or through official representation at City Commission, Advisory Boards and Neighborhood Council meetings.
- Education and experience equivalent to a bachelor’s degree in Recreation Management, Business Administration or related field.
- Five years of professional or managerial experience in event and recreation management, with a minimum of three years supervisory experience.
- Responsibility for financial management required.
NECESSARY SPECIAL QUALIFICATIONS
- Possession of a valid Montana driver’s license.
- Extensive knowledge of the principles and practices of Park and Recreation programs and administration.
- Extensive knowledge of the facilities and equipment required in Park and Recreation operations.
- Substantial knowledge of budgeting, financial accounting, reporting, and management.
- Substantial knowledge of the principles and practices of administrative management and effective employee supervision.
- Ability to communicate effectively, orally and in writing.
- Proficiency in using computer programs with Microsoft Office Suite and other web based databases and Point of Sale systems. Ability to stay current on technological systems and advances.
- Ability to establish and maintain effective working relationships with subordinate, peers, supervisors, public and private foundations, community groups, school officials and the general public.
- Ability to create and deliver public presentations on Park and Recreation programs and operations.
- Ability to perform moderate physical work and to lift and carry up to 50 pounds; the ability to stand, walk, sit, bend, twist, crawl, climb, push, pull, ride and perform similar body movements; the possession of hand/eye coordination sufficient to operate a personal computer, office equipment and a motor vehicle; the ability to talk and hear in person, by telephone or two-way radio; and the ability to see and read instructions and reports.
