JOB TITLE : Deputy Director, Subways Business Planning
SALARY RANGE : $121,479-$159,199

LOCATION : 2 Broadway, Manhattan
HOURS OF WORK : 9:00 am - 5:30 pm (7 1/2 hours/day)

The Deputy Director is responsible for directing the development of the Operating Budget and Financial Plan for NYCT and the Staten Island Railway (SIR) and for monitoring financial performance. The Budget and Plan must provide the Agency with the resources it needs to achieve its mission while at the same time comply with MTA-wide financial constraints and operate as efficiently as possible. The Deputy Director, who reports to the Director, is responsible for making financial and policy recommendations on all financial and strategic matters.
Oversee the development of the NYCT Subways and SIR annual Operating Budget. Guide and assist all departments in preparing and submitting their budget requests.
Supervise staff and interact with NYCT Sunways and SIR budget personnel and executive management. Monitor actual performance versus plan and make recommendations for corrective action and/or budget modification.
Work with NYCT executive management and budget personnel to develop departmental strategic plans to support service goals.
Supervise Hiring Plan approval authorizing Human Resources quarterly hiring quota actions by title for all operating hourly and supervisory titles
Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential
Other duties as assigned.
Strong Microsoft Suite skills, including Excel, Word, Access, and PowerPoint.
Strong problem-solving analytical skills.
Excellent verbal and written communication skills.
Familiarity with Hyperion Planning/Essbase or similar system.
Familiarity with Peoplesoft or similar system.
Budget and Financial Cost Estimating.
REQUIRED:
Bachelor’s degree from an accredited university or college with a concentration in finance, public administration, or related field.
Minimum 10 years related experience of which 5 years must have been in a supervisory/leadership position.
PREFERRED:
Master’s Degree in a related field
Knowledge of NYCT and MTA Bus departmental functions and operations
