We are looking for a COVID Recovery Rate Analyst for the Payment Reform Section of the Finance Office!

The Payment Reform Section
of the Finance Office exists to develop and recommend innovative reimbursement policies, coordinate and manage rate setting for payment reform projects, measure the impacts of current reimbursement policies and methodologies, and estimate the fiscal impact of potential changes to reimbursement policies and methodologies on a Departmental and statewide level.

This position was created by federal legislation through H.R. 1319,
The American Rescue Plan Act (ARPA) of 2021.

This position can work fully remotely from anywhere in the State of Colorado.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description of Job

WHAT YOU'LL BE DOING AS COVID RECOVERY RATE ANALYST:

  • This position exists to support development of models and business processes by following the guidance of more senior staff with a level of technical expertise of Alternative Payment Models.
  • Follows established business processes or new business processes under the direction of a supervisor or more senior staff:
    • Assists in designing payments and quality metrics for providers in Home Health and HCBS in accordance with CMS regulations and guidance, state statutes, the Medicaid State Plan, and Departmental rules.
    • Prepares and validates quality metrics and payments to providers participating in the Home Health and HCBS program.
    • Works with systems to ensure reporting of quality metrics are complete and accurate.
    • Works collaboratively to develop new rate setting processes.
    • Creates project plans and timelines for data analysis, rate modeling, soliciting stakeholder feedback, in accordance with federal requirements and guidelines and state statutes and rules.
    • Facilitates engagement with other sections within the Department such as policy, quality and systems staff to track deadlines of reports regarding provider performance by tracking promised deliverables and by sending reminders of agreed to deadlines.
    • Learns to track task orders for claims reporting or cost benchmarking as necessary to ensure that payment is made when tasks are complete.

MINIMUM QUALIFICATIONS:

Bachelor's degree from an accredited institution in Economics, Finance, Math, Political Science or a related field

AND

One year of professional experience in data or a related field.

Substitutions:

A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

A relevant advanced degree from an accredited college or university may be substituted for the bachelor’s degree and at the agency's discretion, one year of professional experience respectively.

  • Masters degree in Public Health, Data Science, or related
  • Previous experience in:
    • Project management
    • Contract management
    • Working with cross functional teams

CONDITIONS OF EMPLOYMENT:
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
  • This position may require occasional travel within the state.
  • This is a term-limited position with funding through June 30, 2024. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
