Position Summary

JOB SUMMARY


This is a supervisory position which manages lower-level court reporters, court reporting specialist and secretarial staff. This job entails many administrative duties to comply with Supreme Court state rules and requirements. This is also full-performance-level reporting work in the taking, transcribing and processing of verbatim court and other judicial proceedings. Work is performed by use of state-of-the-art computerized equipment to report, transcribe and edit proceedings prior to proofreading, certifying and distribution of transcripts to applicable parties.


REPORTING RELATIONSHIPS


An employee in this class reports directly to the District Court Administrator.

One assistant director (supervisor) is a direct report to the Director.


ESSENTIAL JOB FUNCTIONS


25% Assigns individual court reporters to specific cases according to schedule, workload and employee interests and skills; monitors backlogs and scheduled cases to determine status of transcripts in progress so as to ensure timely delivery; inquires about those with problems or expedited deadlines; assists reporters with problems encountered with transcripts and/or assisting judges, attorneys and the public as needed; mentors new employees for uniform procedures and to abide by Rule 4000 standards.


25% Works within PeopleSoft program to create evaluations, budget, purchase and receipt products, maintain payroll, approves submitted leave requests, approves asset transfers, and furnishes necessary paperwork for new hires, terminations, and FMLA requests. Answers phone when Administrative Assistant is absent or away from the work area. Keeps track of exhibits and files. Assists public with questions or concerns in person, on the telephone and in email. Implements State and Local Rule 4000 standards and requirements for transcrips, transcript requests, payments for transcripts, and logging data into Excel spreadsheets for AOPC. Hires of all department employees.


10% Answers questions from other court offices about court reporting practices, requirements, schedules and other issues; prepares budget for office; tracks budget expenditures; completes administrative and substantive reports and records of office activities; reviews work performance of all court reporters and clerical staff and completes written appraisals; reviews current operations, procedures, policies and practices for overall effectiveness, impact on product and coordination with other elements of criminal justice system; recommends changes to and improvements in operations, procedures, policies and practices.


10% Writes verbatim notes of testimony of court and other judicial proceedings; utilizes state-of-the-art computer-aided transcription and/or other equipment to produce transcripts; interrupts proceedings as necessary to ensure accuracy and completeness of the record; determines correct spelling of names, terminology and other specifics of testimony.


10% Transcribes notes of verbatim testimony; completes a separate sheet of names, addresses, terms used and other factual data from the testimony to ensure accuracy of spelling, language, etc.; proofreads rough drafts and/or utilizes proofreader, at individual reporter's discretion; makes corrections needed to produce final transcript.


10% Processes data from computer-aided transcription devices; utilizes court-reporter-specific software program to translate phonetic symbols into English; utilizes currently available computer hardware and techniques to produce a text file, pdf, and/or hard copy transcript directly from computer system.


10% Ensures accuracy of transcripts; maintains records on status of workload; provides necessary information to detail person for binding, lodging, filing, noticing and forwarding of transcripts to judges, attorneys and other authorized personnel, as outlined in current "How To Do It" manual; when questions arise, compares final transcripts to original notes of testimony and, if necessary, makes additions, deletions or supplementations to the record; catalogues and maintains records of notes, backup files and exhibits in assigned cases; performs related tasks as required.

MINIMUM QUALIFICATIONS


Four years of experience reporting and transcribing legal material, one year of which shall have been in court proceedings, hearings and conferences. OR

Possession of a professional licensure issued by NCRA and two years of experience reporting and transcribing legal material, one year of which shall have been in court proceedings, hearings and conference. OR

Any combination of acceptable education and experience which has provided the knowledge, skill and ability cited above. AND

Ability to utilize state-of-the-art computer-aided transcription technology.


KNOWLEDGE, SKILLS AND ABILITIES


Thorough knowledge of English grammar, spelling, punctuation and usage.


Knowledge of legal terminology commonly used in court and other judicial proceedings.


Knowledge of the conduct of court and other judicial proceedings.


Skill in taking verbatim testimony of judicial proceedings involving multiple speakers, specialized testimony, emotional circumstances and similar factors.


Skill in editing verbatim testimony utilizing computer-aided transcription software in preparation of transcripts.


Skill in utilizing computer-aided transcription devices.


Ability to report proceedings at a minimum of 225 words per minute with 95% accuracy.


Ability to communicate effectively with members of the judiciary, District Court Administrator, attorneys, coworkers and the public as need arises.


Comprehensive knowledge of State and Local Rule 4000 and implementation of new standards and requirements including tracking of all transcript requests and receiving checks, balancing of check ledgers, and invoicing.


Knowledge of methods and techniques in supervising including such duties related to FMLA, corrective actions, hiring and firing and providing managerial direction to staff and principles and practices of fiscal administration as applied to the preparation and control of a departmental budget.


Ability to maintain accurate and complete records of office activities as well as regular court reporting duties.


Ability to schedule up to 19 staff in accordance with individual abilities, court needs and backlog.


Knowledge of PeopleSoft, Outlook 365 and Excel programs.


REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

The employee has to be able to communicate with court and non-court personnel.


The employee is frequently required to go from one location to another ie. Courtroom, Chambers and/or non-court offices.


The employee must regularly lift and/or move boxes or transcription equipment weighing up to 10 pounds and be able to walk five city blocks.


This position requires the ability to operate transcription equipment, a laptop or PC and/or any other general office equipment.


The noise level in the work environment is usually moderate. (Office with typewriters/printers and light traffic)


Must possess excellent hearing.
