Job description
Per NH RSA 30-B: 4 I the position is appointed by and reports to the Board of Commissioners. Per direction of the Commissioners the position works in conjunction with the County Administrator on a day-to-day basis. The Superintendent is responsible for the care, custody, and control of all persons committed to the facility and for the safe and secure operation of the entire Department of Corrections. Ensures that inmate, staff, visitor, and community safety is maintained in an efficient and effective manner.
ESSENTIAL JOB FUNCTIONS:
Accountable for all Corrections Department operations and staff. Carries out supervisory responsibilities in accordance with Grafton County's policies and applicable laws.
Develops, reviews, and evaluates facility operational policies and procedures; makes recommendations to the Board of Commissioners.
Ensures, by statute, the efficient and effective operation of the facility; maintains custody of all inmates; and provides necessary sustenance, clothing, bedding, shelter and medical care.
Develops, reviews, evaluates, and oversees all inmate rehabilitative programs to include educational, counseling, substance abuse, and recreational and religious programs and services.
Develops, reviews, evaluates, and oversees Community Corrections Division, rehabilitative programs, including Electronic Monitoring, Work Release, Substance Abuse, and Community Service projects, Drug Court, Day Reporting and Community Work Programs.
Oversees and monitors the delivery of inmate health services.
Oversees, monitors, evaluates, and ensures inmate rights regarding mail, telephone, legal rights, and visits; reviews and/or actively resolves inmate issues by overseeing the Inmate Grievance Policy.
Oversees, monitors, and evaluates the Inmate Disciplinary process; reviews disciplinary actions and acts as Appeal Officer.
Oversees and participates in the Inmate Classification process assigns, reviews, and determines housing assignments, security levels, and custody levels, special management arrangements, watch designations, and work assignments for all inmates.
Reviews all Court related documents; verifies bail, status, charges and jurisdiction, when required; determines Court ordered programming and recommendations; monitors judicial orders; reviews specific sentencing orders and calculates minimum and maximum sentences; reviews inmate files and determines and authorizes release dates.
SKILLS/EXPERIENCE/TRAING REQUIRED:
A Bachelor's Degree and seven to ten years of related experience, or equivalent combination of education and experience.
Must possess a thorough knowledge of the principles of correctional institutional management.
Comprehensive knowledge of federal, State of New Hampshire, and Grafton County laws and regulations.
Comprehensive knowledge of institutional management practices relating to the care and custody of inmates, work release programs, and accounting practices.
Leadership, planning, negotiating, and supervisory skills.
Financial management and strong organizational skills.
Ability to develop relevant and realistic plans, programs, and goals for the Department of Corrections.
