Introduction
The Division of Transportation System Development, Northeast Region is looking to hire a Contract Specialist (Contracts Specialist Entry or Senior) to coordinating the consultant contract processes within the Region. This position will be headquartered in Green Bay, WI.

Position Summary
This position is responsible for either assisting with or taking a lead role in administering the consultant activities for State and Local Transportation Program projects in all counties in the NE Region Project Development Section, as well as regionwide contracts and assisting with consultant contracts in Technical Services Section and Systems Planning & Operations. This requires assisting the supervisors and project managers in the development of consultant contracts, monitoring progress, Contract Administration & Reporting System (CARS) invoices/evaluations and administering consultant contracts. This position also advises others in the development of consultant contracts, monitoring progress, managing the CARS invoice and evaluation process, administration of contracts, managing and coordinating budgetary considerations and database management. Knowledge of budgetary processes, consultant selection process, overhead and audit requirements and general knowledge of department contracting procedures is required. The position requires effective oral and written communications with many internal and external customers.
Salary Information
The Contract Specialist entry level position is in schedule-range 07-05 with an annual salary of $35,360 - $46,800, plus excellent benefits.
The Contract Specialist senior level position is in schedule-range 07-04 with an annual salary of $41,600 - $56,160, plus excellent benefits.
A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. For permanent positions that allow remote work flexibility, Wisconsin residency is not required. However, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may at times need to report to office locations in Wisconsin on short notice.

Qualifications
Qualified applicants at the entry level will have experience with all the following:
- Using Microsoft Office products such as Word, Excel, Outlook, etc. (or similar) (Activities may include: creating correspondence; creating/ reviewing reports in Word or Excel for accuracy; utilizing Outlook for meetings/ emails; preparing correspondence for others; adding/ deleting data or records in a spreadsheet; etc.)
- Reviewing documents for completeness and accuracy. (Activities may include: peer-reviewing documents, applying technical expertise in reviewing documents, reviewing documents containing data gathered from multiple sources, etc)
- Experience reading and interpreting technical documents (May include: processes, procedures, contracts, etc.)
Senior level qualification will also include reviewing and/or managing contracts.
