The Prince George's County Government Department of the Environment is seeking qualified applicants to fill a Contract Project Coordinator IV, position, grade G27, within its Stormwater Management Division.
About the Position:
This is a supervisory professional field and office engineering, construction management, contract administration position in the Stormwater Management Division involving the application of construction management and contract administration, utilizing enforcement tools along with reading and interpreting contracts, plans, codes, and specifications. This position is responsible for inspecting, monitoring and managing county capital improvement stormwater quality restoration and flooding, drainage improvement construction projects, evaluating related construction problems, proposal negotiation, and project closeout. This position will direct subordinates to ensure compliance is in accordance with state and local codes and ordinances. Work requires sound professional judgment, administrative skills, and responsibility for the supervision, training, and evaluation of lower-level professional para-professional, and technical personnel under the general supervision of higher-level engineering or management.
Examples of Work
What You'll Do:
- Enforces requirements of the Contract Documents, which include General Conditions, Standard Specifications, Contract Drawings, Bid Specification Manual, Permits, as well as State and local codes and ordinances.
- Inspects, monitors, manages projects for compliance. Identifies work not meeting the requirements of the contract and notes such issues on correction orders at each site as they occur and provides copy to contractor, and ensures corrective actions are satisfied within compliance date.
- Provides supervision, guidance and training to subordinate contract project coordinators routinely and as requested/required.
- Understands and communicates the plans, specifications, codes and/or standards to contractors, homeowners, and other personnel.
- Reviews project plans, specifications, and cost estimates at each submission phase to determine if submitted plans and specifications comply with contractual requirements.
- Performs more complex/technical projects such as inspections and leads/guides the inspections performed by others to ensure the project work being performed is in accordance with the requirements of the Contract. Evaluates higher-level project issues and investigate complaints and concerns to determine if further action by the Department is warranted.
- Provides training to other contract project coordinators as requested/required.
- Performs duties in accordance with Duties and Responsibilities of inspector’s guidelines. Performs daily on-site field visits to construction projects to monitor construction sites to determine present status and job progress in relation to completion schedule.
- Prepares/reviews contract documents.
- Performs constructability reviews and cost estimates with design team prior to contract bids to ensure contract design optimizes best design solutions to address scope and outcomes, accurately considers and represents existing site conditions and restoration.
- Leads/supervises the activities of subordinate construction project coordinators.
- Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
Qualifications
What You'll Need:
- Graduation from college with major course work in civil engineering, environmental engineering, environmental science, construction management, or other fields appropriate to the work.
- Four (4) years of experience in inspection, construction supervision or construction management with one (1) of which in a supervisory/lead capacity.
- An equivalent combination of education, training, and experience will be considered.

PREFERRED QUALIFICATIONS
- Two (2) years of experience in construction inspection, construction supervision/management, construction engineering, project management and/or contract administration.
- Demonstrated knowledge and experience with contract administration and construction management.
- Demonstrated knowledge and experience with constructability reviews and project estimating.
- Demonstrated knowledge and experience of standards, specifications, construction, and maintenance methods/requirements for best management practices (BMPs), aligned with stormwater management, environmental and water quality restoration, and flood control projects.
- Demonstrated knowledge and experience with NPDES MS4 Permit requirements with an emphasis on water quality restoration and flood control projects.
- Demonstrated knowledge and experience with MDE water quality restoration and Stormwater Management Best Management Practice (BMPs) design and construction methods.
Additional Information
CONDITIONS OF EMPLOYMENT:
- Successfully pass a background investigation and pre-employment drug screen
- Possess and maintain a valid driver's license.
- Must participate as an Essential Employee in accordance with DoE Instruction 110.4.
DURATION OF ELIGIBILITY: Applicants will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
ELIGIBILITY TO WORK:
- Extensive knowledge of building construction principles, practices, materials and methods.
- Extensive knowledge of inspection methods and techniques.
- Extensive knowledge of applicable codes, ordinances and publications relative to building construction.
- Knowledge of construction contract administration.
- Ability to read and interpret construction plans and specifications.
- Ability to maintain records and prepare reports.
- Ability to deal effectively with contractors, engineers, architects and representatives of utility companies and government agencies.
- Ability to lead/supervise subordinates.
