The Prince George’s County Department of Permitting, Inspections, and Enforcement (DPIE) is seeking qualified applicants to fill a vacant Construction Standards Inspector I/II position, grade A16/18 within the Inspection Division.
This is entry-level leading to full performance technical inspection and code enforcement work to ensure compliance with codes, ordinances, and standards governing site development work, environmental issues, and for all construction, on public road rights-of-ways, residential/commercial buildings, and development sites. The incumbent reads and interprets approved engineering plans and specifications, conducts field inspections, explains and interprets codes, attempts to obtain voluntary compliance, issues violation notices, writes reports, and prepares construction inspection reports. Assignments require independent and evaluative thinking and the application of a variety of technical methods and standards. Work is performed under the supervision of the Construction Standards Inspector IV for the assigned area(s). It is important to understand that DPIE is a service agency.
The incumbent is required to ensure compliance with codes, ordinances, and standards governing construction in specific functional areas (i.e., residential and commercial development – building, mechanical, electrical, fire/life safety). A significant aspect of work includes establishing and maintaining effective working relationships with contractors, owners, engineers, and the general public. Work is performed under the general supervision of a higher-level technical supervisor and evaluated based on effective working relationships and the ability to gain compliance with codes, ordinances, and standards. Work is performed indoors and outdoors and may involve exposure to varying weather conditions and temperatures, and may include physical activities such as repeated bending, climbing, kneeling, reaching, and lifting up to thirty (30) pounds.
All DPIE employees are considered "essential" and are required to participate in the Department's Snow and Ice Control Program, during natural or man-made disasters and during other special operations as assigned. Essential employees are expected to report to work or remain at work when others are granted Administrative Leave. Work is performed indoors and outdoors and may include physical activities, such as repeated bending, climbing, kneeling, reaching, and lifting up to thirty (30) pounds.
What You'll Do:
Enforce National building codes, State and local codes and ordinances, and standards governing site development work, environmental issues, and for all construction, on public road rights-of-ways.- Inspect all phases of grading, site development, sediment erosion control, stormwater management facilities, road, and bridge construction to ensure compliance with County specifications, ordinances, standards and approved plans.
- Perform electrical inspections on single-family dwellings, townhouses, condominiums and apartment units.
- Researches and investigates all matters thoroughly prior to reaching a decision or providing recommendations to supervisor.
- Ensure all enforcement documents (correction orders, notices of violations, civil citations), issued are properly prepared, accurate, and complete required corrective action in a timely manner.
- Attend scheduled meetings and training sessions in order to enhance code enforcement and inspection skills.
- Perform investigations of complaints and files a complete and accurate report of findings and conclusion within three working days and performs follow-up inspections as necessary to determine the status of action taken.
- Prepare and submits daily, weekly and monthly reports on all construction activities.
- Prepare and review cost estimates to determine performance bond requirements, coordinate material testing and inspections.
- Conduct inventory and condition assessments of the road network.
- Inspect all sediment control devices, Storm Water Management facilities, drainage conveyance systems and site grading for all associated areas.
- Establish and maintains all records and files in accordance with the established procedures.
- Coordinate directly with the permittee, contractors and assigned materials testing personnel to assure that the testing of materials for permits is conducted and completed in an acceptable manner prior to the next phase of construction.\
- Participate in meetings with citizens, owners, and management to address code-related issues and provide public education.
- Performs field inspection and enforcement assignments.
- Complete reports, attends and makes presentations before Courts and the Board of Appeals; and
- Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
What you'll need:
High School diploma or G.E.D. equivalency,- Plus at least one (1) year of technical experience performing construction inspection and code enforcement work on construction projects.

- Analyze all phases of construction for compliance with applicable codes, standards and specifications.
- Prepare and maintain inspection reports,
- Effectively communicate with internal and external customers.
- Building construction inspection of commercial projects.
- Commercial building inspections and code enforcement.
- Fire and life safety inspections and code enforcement.
- Mechanical building inspections and code enforcement.
- Electrical building inspections and code enforcement
CONDITIONS OF EMPLOYMENT
Must wear safety shoes meeting departmental requirements.- Must be physically able to repetitively lift and carry at least thirty (30) pounds.
- Must be able to work outdoors in all types of weather, dust, including weather emergencies and other types of emergency conditions.
- Must participate as an Essential Employee in accordance with DPIE Policies and Procedures.
- Must have a current Motor Vehicle Administration report with a satisfactory driving record.
- Must successfully pass a pre-employment physical to include alcohol and drug testing and a background check.
- Must be able to write, read, comprehend and complete electronic and paper forms.
