Position Overview

The Civil Engineer 1 position perform basic professional engineering work of a routine nature, learning reclamation design to abate safety and environmental hazards at abandoned mined sites, assist in field investigations, assist in report preparations, and will also be working on Abandoned Mined Lands Emergency Projects.

Job Responsibilities

1. Under immediate supervision, performs basic professional engineering work of a routine nature, assists higher level engineer and technical specialist in the gathering and evaluation of engineering, geological, hydrogeology, and soils data associated with the reclamation of abandoned mined lands:

  • Participates in field surveys of projected sites.
  • Operates survey and engineering instruments for field investigations.
  • Assists chief of the survey crew in layout, planning and installing of survey monuments.
  • Prepares field notes and makes calculations relevant to surveys.
  • Travels throughout the state.


2. Assists supervisor in the field investigations:

  • Identifies AML emergencies including subsidence, shaft collapse, fires, landslides, and drainage.
  • Analyzes cause and effect of the emergency with program importance being correlated to causes associated with abandoned coal mines.
  • Meets with landowners/occupants to conduct visual inspections of problematic issues.
  • Takes soil samples, addresses hydrologic issues, determines engineering design and properties of affected structures.
  • Provides documentation of investigations.


3. Assists in preparation of engineering reports including detailed engineering analysis of cases and effect in specific cases:

  • Prepares summaries of program activities based on filed information to comply with state and federal oversites.
  • Prepares documentation and forms required for program activities.


4. Prepares elements of reclamation plans and specifications under direction of higher-level engineers and specialist for mitigation of hazards:

  • Prepares calculations of quantities loads and capacities.
  • Selects appropriate materials and specifies elements based on criteria supplied by higher-level engineers and specialists.


5. Inspects the construction work of awarded contractors for satisfactory workmanship and adherence to plans and specifications:

  • Keeps detailed notes and documentation as to contractor work performance.


6. Reduces field survey data:

  • Plots cross-sections.
  • Prepares site maps from field notes using computer CAD and spreadsheet programs.


7. Reviews in-house files and available state documents and maps to provide information requested from the public.


8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires a bachelor's degree in engineering from a college or university program accredited by the Accreditation Board for Engineering and Technology (ABET).
  • Requires one year of civil or water resource engineering experience; or completion of an agency approved training program.

Preferred Qualifications

  • One (1) year of experience in producing basic engineering computations and calculations.
  • One (1) year of experience in using various civil engineering instruments and equipment.
  • One (1) year of experience in reading, interpreting and analyzing engineering reports, plans and specifications.
  • One (1) year of experience in preparing routine technical engineering records and reports from survey results.
  • One (1) year of experience in presenting data in a clear and concise manner and to compose correspondence with accuracy and grammatical correctness.
  • One (1) year of experience in complying with all agency rules, regulations, policies and procedures.
  • One (1) year of experience in establishing effective working relationships with agency staff and members of other professions or trades.

  • regulates the mining industry throughout the State of Illinois,

  • regulates the possession, use, and storage of explosives,

  • and enforces various acts which govern the mining industry.

In addition, the office is charged with ensuring the health and safety of the thousands of mine workers through the Mine Safety and Training Division, and through administering the Abandoned Mined Land Reclamation program, provides reclamation ensuring public and environmental safety from abandoned mine sites.
