Chief of Treatment and Re-Entry Services
The Middlesex Sheriff’s Office (MSO) is seeking a qualified professional for the position of Chief of Treatment and Re-Entry Services (CTRS) to work as a member of the Program Services team at the Middlesex Jail & House of Correction located in Billerica, MA. As an integral member of the Program Services leadership team, the CTRS will be responsible for providing administrative oversight over institutional programming and inmate services. This position reports to the Assistant Superintendent of Program Services. The hours for this position are flexed between the hours of 9:00 a.m. to 9:00 p.m. The days off are Saturday/Sunday. Shift hours and days off are subject to change based on operational needs and at the discretion of management.
Responsibilities of the CTRS include the oversight and management of the following Program Services areas: Inmate orientation; individualized risk need assessments; individualized treatment planning; case management; re-entry planning; family services; legal services; library services; religious services; educational/vocational programming; enrichment initiatives; recreational activities; and volunteer services. The CTRS will also provide direct supervision to the directors/managers of the office’s specialized treatment/housing units (Veterans, Young Adults, Women, and Medication Assisted Treatment). This is an exempt, full time, at-will employment position at the MSO.
Additional responsibilities and duties include, but are not limited to, the following:
- Collaborate with operational and security administrators to ensure that a wide variety of programs and services are available across the facility;
- Coordinate with the Assistant Deputy Superintendent of Program Services and the Director of Classification to ensure fidelity to the risk needs responsivity model;
- Collaborate with the Assistant Deputy Superintendent of Program Services and the Director of Classification to ensure that classification decisions are informed by established individual service plans (ISPs);
- Work closely with Data Integration Specialists on all aspects of program development, implementation, and evaluation;
- Ensure that programs and services are offered equitably across the facility;
- Ensure that programs and services follow culturally competent approaches;
- Utilize technology to improve the delivery and outcomes of programs and services;
- Monitor vendor compliance and contractual obligations;
- Oversee adherence to grant reporting requirements;
- Draft and update post orders, policies, and procedures specific to programs and services;
- Provide administrative review and guidance of policies, goals, and objectives;
- Identify training needs and professional development opportunities for Program Services staff;
- Hold monthly department meetings;
- Provide periodic briefings and reports to the Assistant Superintendent of Program Services;
- Other duties as assigned by the Assistant Superintendent of Program Services or higher rank.
Working Conditions:
Individual may encounter verbal and physical abuse from offenders while working in a correctional facility and will be required to interact with people who are under physical and/or emotional stress. May be required to stand and walk for prolonged periods of time, work alone in an isolated area, lift and carry heavy objects up to 100 lbs., and may be exposed to adverse weather conditions.
- Working in a correctional facility on weekends, nights and holidays;
- Required to work over eight (8) hours depending on the operational and inmate programing needs of the facility;
- Direct contact with inmates/detainees in a secure correctional setting;
The individual selected for the position of CTRS shall be cognizant of the confidential and sensitive nature of working in a law enforcement agency and must comply with all institutional rules regarding safety and security.
Qualifications:
- Master’s Degree in public administration, business administration, or a human service related field is required;
- Candidates without a Master’s Degree may substitute a minimum of eight (8) years of administrative, managerial, or supervisory experience in the field of corrections or another public safety field;
- Applicants must have at least five (5) years of full-time, administrative, supervisory, or managerial experience in public administration, public management, non-profit management, business management, clinical administration;
- Prior experience working in a correctional setting or with justice-involved individuals strongly preferred;
- Ideal candidate should demonstrate a strong desire to administer progressive-minded programs and humanity-driven services to the incarcerated population;
- Must be well-versed on treatment modalities, evidence-based approaches, criminogenic theory, and sociological perspectives on problems affecting vulnerable and marginalized populations;
- Ability to work as part of a team in a fast-paced environment; multi-task and meet strict deadlines;
- Strong leadership and planning skills and the ability to delegate tasks;
- Strong writing and research skills required;
- Critical thinking, analytical, and problem-solving skills a must;
- Exceptional interpersonal, communication, organizational and time management skills are required;
- Ability to keep accurate records and generate timely reports;
- Working knowledge of Microsoft Word and Excel;
- Must have own transportation.
Additional requirements include: In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Must have an active valid driver’s license, the right to legally operate a motor vehicle in Massachusetts and pass a criminal background check.
