The Work You Will Do:

The Chief of the Bureau of Operational Services (BOS) provides overall administration and management of the bureau’s budget and diverse support activities which aid the Division of Recreation and Parks (DRP). The Chief of BOS is a member of the division management team and requires specialized management skills and techniques to ensure the agency and division’s mission of high-quality services and recreational opportunities are achieved within the 175 state parks. To accomplish this task, the Chief oversees a professional staff of 35 full time and OPS personnel.

Pay:

Your Specific Responsibilities:

The Chief is responsible for advising and provides consultation and recommendations to the Assistant Director of Business Operations, Division Director and other division management regarding the bureau’s areas of support.

The Chief is responsible for overseeing the Park Business System (PBS), which is the division’s overnight (camping and cabins) and point of sale system that supports all 175 state parks. During last fiscal year the PBS processed over 417,000 reservations and collected 84.96 M in revenue. As the primary point of contact for the PBS, the bureau oversees all aspects of implementation, system updates or upgrades and contract management of the private software vendor.

In order to expand services and provide additional activities within Florida State Parks, the division currently contracts 66 different concessionaires. The BOS oversees the selection, contracting and post contract management of 92 Concession and Commercial Use agreements. BOS staff are responsible for drafting, routing, and gaining approval for all contractual instruments related to the agreements. In addition, BOS is responsible for tracking and approval of capital improvement accounts and direct investment spending which are outlined by the agreements. These agreements represent roughly 10% of the revenue generated within the State Park Trust Fund on an annual basis.

The Chief serves as the chapter author and responsible for coordinating edits and updates to the fiscal procedures relating to the Park Business System, Concessions and Overnight Accommodations section of the division’s Operations Manual.

The Chief is tasked with evaluating and reporting on the division’s revenue and attendance data with a focus on identifying trends. The Chief is responsible for presenting and reporting findings to the Assistant Director, Division Director and Division management team.

The Chief is also tasked with overseeing the division’s training and professional development, Interpretive Services Program, marketing, Florida State Parks Information Line (phone calls/email inquiries related to state parks), Operations Manual updates process, Fleet Management and Public Records tracking and oversight.

Represents the Assistant Director at various functions and meetings.

Performs travel and other related duties as required.

Minimum Qualifications:

  • Maintain a valid driver license.
  • A bachelor’s degree from an accredited college or university and 7 years of professional leadership experience.
  • A master’s degree can substitute for two year of professional leadership experience.
