The Deputy Commissioner/Chief Human Capital Officer will be responsible for the modernization and delivery of services provided by the offices of Civil Service Administration, Examinations, List Management and Audit, Recruitment, NYCAPS Central, Learning and Development and Strategic Planning. The Deputy Commissioner will also be tasked with the creation and implementation of strategies and initiatives that will ensure that the city develops and retains the best talent to support and execute agencies’ operations.

Responsibilities include but are not limited to:

  • Providing strategic vision and management of the Human Capital Line of Service comprised of 250+ managerial, professional, and administrative employees and a budget of approximately $30 million.
  • Serving as a senior advisor to the DCAS Commissioner on matters related to personnel and employment, civil service, organizational and title structure.
  • Represent DCAS in citywide personnel matters.
  • Providing citywide personnel services in keeping with DCAS’s core values of equity, effectiveness, and sustainability.
  • Maintaining and administering the civil service system for the City of New York impacting a workforce of approximately 300,000 employees.
  • Developing and implementing effective Citywide hiring and retention practices to develop and retain talent, make the City an employer of choice, and ensure that the City remains competitive in the current labor market.
  • Create and encourage a people-focused approach to fortify the City’s workforce.
  • Overseeing the human resources-related operations of the City’s municipal civil service commission and managing all aspects of civil service administration, compliance and audit.
  • Developing and promulgating policies and guidelines to ensure standardization across city agencies.
  • Provide leadership and guidance to the City’s personnel community, including leading regular meetings with all agency personnel officers and provide personnel-related citywide shared services.
  • Providing consultative and advisory services in the areas of personnel policy, civil service compliance, professional development, compensation, title classification, workforce planning and employee engagement to over 80 mayoral and several non-mayoral agencies.
  • Developing systems and/or re-designing operations to improve customer service, increase productivity and efficiency and produce cost savings across all City agencies.
  • Drive key HR initiatives such as the full automation of civil service hiring and the development of new pathways to city employment, including internship/fellowship programs.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college or university (A major in English, journalism, public relations, or a related field is preferable) and five years of full-time paid experience in public relations, journalism, advertising, or a related field, including experience in an administrative, supervisory, or consultative capacity; or

2. A combination of education and/or experience which is equivalent to "1" above. Graduate study in English, journalism, or public relations may be substituted for up to one year of required experience.
