Job Description

Loudoun County, Virginia's Office of Management and Budget (OMB) is seeking a capital budget manager to lead a fantastic team of dedicated, professional, and motivated management analysts who guide the development of the County's $3.5 billion Capital Improvement Program (CIP).

Responsibilities include the following:

  • Lead, manage, and develop the Capital Budget Team to achieve tactical and strategic goals.
  • Plan and execute capital budget development strategy in conjunction with county executive leadership.
  • Embark on collaborative process improvements, leveraging intra-departmental and cross-departmental relationships.
  • Design an effective training program to enhance team's technical knowledge and foundational capital budget concepts.
  • Operationalize long-term capital planning efforts to support work of the County's Fiscal Impact Committee.

Within the Office of the County Administrator, OMB leads the county government in high quality budget strategy and development, resource allocation, fiscal and demographic analysis, and debt management. This position is a member of an eleven-member capital budget and long-range planning division. The team prioritizes innovation, creative and critical problem solving, and high-quality customer service. The capital division is responsible for the coordination and technical work in the preparation, monitoring, execution, and presentation of the County's annual Proposed and Adopted six-year CIP, as well as the long-term financial planning products upon which the CIP is based. Hiring salary commensurate with experience.

Job Requirements

Requires any combination of education and experience equivalent to a master's degree in political science, government, public administration, public policy, business administration, or a related field with four years of directly related experience. Management/supervisory experience is strongly preferred. Experience with Oracle EBS and Hyperion is strongly preferred.
