The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. The EOHHS Information Technology Team (EHS-IT) is seeking to hire a highly motivated Business Analyst/Project Manager to join EHS-IT with primary focus on activities within the Department of Development Services Team (DDS). DDS provides a variety of supports to children & adults with intellectual and developmental disabilities. Supports are designed to promote meaningful participation and inclusion in all aspects of community life. There are different eligibility criteria and services for children and adults. Services are individualized and planned using a person-centered approach, and are coordinated through our 23 Area and 4 Regional Offices. Services are provided through contracts with not-for-profit agencies or through two self-directed service options and are monitored through a variety of quality management systems.

The Business Analyst/ Project Manager will balance competing demands across multiple mission critical projects, adapt project plans to meet changing priorities, and maximize the investment of state and federal funding to meet DDS IT goals. The Business Analyst/Project Manager will be responsible for a broad range of applications and IT efforts; development of custom-built and COTS systems; Identity Access Management planning and implementation; data integration, rationalization, and visualization; and facilitating the shift of applications to Amazon Web Services. Specifically, the DDS Applications & Areas this individual will work on may include: State Owned and Operated Group home infrastructure modernization projects (multi-stream parallel initiatives); DDS Claiming/Case Management and related systems; EOTSS infrastructure/costs; DDS Home and Community Services Information System (HCSIS); internal applications for Budgeting, Contracting, and Procurement.

The primary work location for this role will be at 1000 Washington St., Boston, Massachusetts 02118. The work schedule for this position is Monday through Friday, 8:00AM to 4:00PM. Occasional travel to the DDS regional Massachusetts offices (Danvers, Worcester, Wrentham, Springfield) may be required. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.


Duties and Responsibilities:

  • Connect and engage with senior managers at DDS to articulate IT strategic plans.
  • Assist agencies in business process redesign efforts to support and inform the development of related procurements and ensure that the projects meet EOHHS/EOTSS data and enterprise architecture standards.
  • Lead and drive the development and implementation of project plans, ensure open and effective communication throughout the project lifecycle, and foster, in service to the goal of completing all projects on time, on budget, and on target to meet agency and EOHHS/EOTSS priorities.
  • Work with DDS-IT ACIO and the agency senior leadership team to draft competitive procurement requirements and participate in the selection of highly qualified vendors and project staff to support successful project implementation.
  • Plan, implement, and track project staffing and budget needs.
  • Work with other IT Senior Portfolio and Project Managers to share best practices, identify and implement standard project management processes and tools, and improve communication across the IT teams and with agencies.
  • Identify risks, potential scope creeps & escalating issues to the client and management.

Preferred Knowledge, Skills & Abilities:

  • Three (3) to five (5) years of experience working in IT environments; formulating, planning, leading, and successfully completing complex projects.
  • Demonstrated ability to create and implement a technology empowered business strategy.
  • Proven experience using consultative approaches and working collaboratively with diverse leaders.
  • Ability to articulate the IT vision and strategy across all levels of the organization, building consensus around key recommendations and changes needed for projects to be successful.
  • Excellent problem-solving skills and the ability to drive change, taking complex or ambiguous issues, identifying the root cause, articulating options for moving forward, and building consensus around a course of action.
  • In-depth knowledge of emerging technologies, trends, methodologies, and resource management principles.
  • Knowledge of data tools and technologies; data warehousing and data visualization, etc.
  • Effective use of project management tools to support communication across project teams and with agency stakeholders.
  • Proven ability to conceptualize and execute deadline driven projects with strong bias for action and ability to prioritize multiple and competing projects.
  • Ability to prepare comprehensive documentation of processes.
  • Flexibility when needed, but ability to say “no” and stand ground for important matters for organization’s success.
  • Big picture, results-focused vision paired with the ability to play an active role in making change.
  • Strong written and verbal communication skills.
  • Prior Government or healthcare experience is preferred, but not required.

Education and Certifications:

  • Bachelor’s Degree in Computer Science, Information Systems, Business Administration or other related field, or equivalent work experience.
  • Project Management Certification (PMP) is preferred, but not required.
  • Scrum Master Certification or Scrum Product Owner Certification is preferred, but not required.
