In accordance with Berkeley County Schools’ Teacher Pay scale with years of experience and degree level with Assistant Superintendent index.

QUALIFICATIONS:
  • Education Level:
  • Master’s Degree, required. Conferred Doctorate Degree required if currently don’t hold Superintendent’s Administrative Certification.
  • Hold valid WV teacher/student support certification
  • Hold valid WV administrative Superintendent certification or ability to obtain certification. Minimum of Master’s Degree;
  • Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate (new hires)
  • Three (3) years teaching experience at the elementary, middle, or secondary level.
  • Five (5) years as administrative at school or county level experiences, preferred.
  • Relevant background and experience in the following:
    • WV Policy 4373 (Expected Behavior in Safe and Supportive Schools) experience
    • Title IX experience
    • Conflict resolution skills
    • Excellent oral and written communication skills
    • Ability to effectively utilize technology
Experience Desired:
  • Demonstrated knowledge and understanding of student/pupil support services and practices especially pertaining to PK-12 education.
  • Active participation in professional associations and organizations.
  • Demonstrated leadership skills.
  • Successful experience as a school or district administrator.
  • Extensive experience working with schools, governmental agencies, or other community entities.
  • Knowledge of computer and ability to organize using computer, along with grant writing skills
Position Summary:

The Assistant Superintendent of Pupil Services leads the development and implementation of district-wide initiatives and programs stemming from WV Policy 4373 that support Berkeley County Schools’ strategic plan and policies. The Assistant Superintendent of Pupil Services is a senior-level position that serves as a member of the Superintendent’s Senior Staff. The Assistant Superintendent leads the development of a vision and effective strategies that facilitate the incorporation of the student-based portions of the strategic plan.

Performs the Following Responsibilities:

  • Provides district-wide leadership in the development of Pupil Services strategic planning by identifying goals and objectives based on designated WV State Codes, and West Virginia Board of Education Policies (WVDE) and Berkeley County Schools (BCS) Policies.
  • Provides district-wide leadership for the implementation, maintenance, and enhancement of Pupil Services initiatives and programs, including those involving professional learning, culture and climate, and parent and community involvement for various student-related matters.
  • Leads the facilitation of on-going professional learning opportunities to all employees in areas of Pupil Services and leads on-going opportunities with student training.
  • Responsible for various daily activities that includes but not limited to parent concerns, health and safety matters, bullying, harassment, intimidation reports, Title IX reports, and any student-related investigations.
  • Builds collaborative relationships with school administrators, all district-level departments, community representatives, and other school districts/national organizations as pertaining to Pupil Services initiatives and programs.
  • Develops proposals, new programs and grants for the purposes of meeting district and state educational objectives.
  • Revises and updates Pupil Services policies, programs and resources at all schools and district level.
  • Presents Pupil Services initiatives and programs to the Board of Education and district stakeholders.
  • Yearly review data to provide annual progress reports to the Superintendent regarding Pupil Services programs and initiatives.
  • Manages and recommends fiscal responsibilities for Pupil Services staffing and budget processes.
  • Monitors and assists school system regarding achievement, attendance, dropout, discipline and other data pertaining to practices and procedures regarding the success of students.
  • Facilitates advisory team meetings at the district and/or school levels to provide guidance and feedback pertaining to Equity and Inclusion.
  • Attends and participates in administrative meetings both local, state and federal levels.
  • Creates and submits grants at local, regional, state, and federal levels.
  • Oversees the operation of Alternative School Programs
  • Maintains the Safe Schools Hotline
  • Facilitates the resolution of parents’ and citizens’ concerns, complaints, grievances, and appeals
  • Oversees and coordinates homebound and regular educational services
  • Coordinates and administers all activities pertaining to the Safe Schools Act, including student hearings, transportation, and school environments.
  • Serves as a liaison between the school system and community agencies and resources which complement the effective delivery of pupil services.
  • Promotes and coordinates staff development and professional growth activities for pupil services staff
  • Oversees student employment (work permit) issues
  • Plans, directs, and administers all school emergency programs and procedures
  • Coordinates and investigates matters involving student misconduct including but not limited to BCS JGG, Policy 4373, and Title IX
  • Supervise Pupil Services, Transportation, Attendance, Child Nutrition and Wellness and other departments as assigned.
  • Performs other job-related responsibilities as assigned.

Ability to work frequent nights, weekends, and holidays, as required (Frequent overtime or night work required, etc.).
