Responsibilities:
  • Provide guidance and support to employees and managers regarding personnel situations, ensuring that policies and procedures are followed consistently and equitably.
  • Conduct prompt, thorough, and unbiased investigations into employee complaints, grievances, and disciplinary actions.
  • Maintain accurate records and documentation of employee-related matters, ensuring compliance with legal and organizational requirements.
  • Develop and implement HR policies, procedures, and programs that comply with federal, state, and local laws and regulations.
  • Assist in the development and delivery of manager training programs, including orientation, harassment prevention, and safety training.
  • Maintain knowledge of current HR trends and best practices, and make recommendations for improving HR policies and procedures.
  • Provide supervision and oversight for designated HR personnel.
  • Participate in interviewing, hiring, and training as needed.
  • Develop and maintain systems within the department and across programs to support clear communication, efficient procedures and productive workflow.
Qualifications:
REQUIRED
  • Minimum requirement of an Associate's degree in human resources, business administration, or a related field.
  • At least 5 years of experience in a human resources role with increasing levels of responsibility and leadership, including experience overseeing employee relations.
  • Knowledge of employment laws and regulations, and experience ensuring compliance with them.
  • Ability to provide expert guidance and support on personnel matters related to equity and inclusion, including disciplinary meetings, terminations, grievances, and other sensitive situations.
  • Excellent communication and interpersonal skills, with the ability to communicate effectively with a diverse range of employees at all levels of the organization.
  • Strong problem-solving and decision-making skills, with the ability to analyze and document complex information.
  • A deep understanding and commitment to equity and inclusion in the workplace.
  • Experience working with HR software and databases, preferably UKG (formerly UltiPro/Kronos).
  • Valid CA driver’s license and insurable under Seneca Family of Agencies insurance policy.
  • Clearance of TB test, fingerprints, and any other mandatory State/Federal licensing or certification requirements.
  • Proof of COVID-19 vaccination required.
PREFERRED
  • Candidates with a Bachelor's or Master's degree in human resources or a related field are strongly encouraged to apply.
  • SHRM-CP, PHR or comparable certification is highly desirable.
Schedule:
  • Full-time:
    • Monday - Friday 9am - 5:30pm; Hybrid schedule (expectation of 3 days per week onsite in Oakland, CA)
Benefits:
  • Salary starting at $92,854 - $106,854 annually. Actual salary dependent on creditable experience above the minimum qualification.
