Overview:
This role is primarily based in either Virginia Beach, VA or Chantilly, VA in a hybrid capacity working 2-3 days onsite and remaining days each week remote. Responsibilities:
VTG is seeking a highly capable and analytical Assistant Director of Contracts to support the company’s Fleet Modernization Solutions Division. This division provides essential mission support in the areas of force modernization, C4ISR systems installation, and prototyping and fabrication across multiple U.S. Navy ship- and shore-based platforms.
The successful candidate works closely with division operational and management and corporate finance and accounting personnel to ensure successful contract operational and financial performance from a cost, schedule, requirements, and compliance standpoint. The successful candidate will also interpret and communicate contractual obligations and contract change modification entitlement to internal and external stakeholders and provide advice and recommendations to company decision makers. This position requires a solid foundational knowledge of government contracting methods, applicable laws, and regulations, and the ability to develop and maintain professional and dependable relationships with both internal and external customers, especially in challenging and demanding situations.

- Actively monitor contract performance and identify changed conditions and draft and/or review change order proposals, requests for equitable adjustment, claims, and limitation of cost/funds notifications and constructive changes that modify task orders under Installation Service Contracts within contractual terms. Task orders for installation services are based upon information about the subject C4ISR and supporting systems that is often not current, accurate, or complete at award.
- Maintain and demonstrate a thorough understanding of the U.S. government acquisition and procurement process and environment, the Contracts function, and relevant Company policies and procedures, commercial contracting methods, FAR/DFARS, and other relevant government regulations.
- Participate in and contribute to proposal and change order pricing activities.
- Support and lead assigned proposal activities including analyzing solicitations; preparing summaries based on such analyses, with attention to the financial and business risks of the proposed effort; participating in proposal team meetings; preparing the terms, conditions and assumptions upon which the proposal may be based; reviewing the technical and pricing proposals for accuracy and consistency; and preparing cost volumes and other proposal documents and submitting them to the customer. Responsibilities also include coordinating with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required reviews and approvals prior to submittal of proposals or execution of contractual documents.
- Negotiate routine and complex contracts, including prices and terms and conditions.
- Perform all aspects of required contract processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, delivery schedules, legal requirements, authorization for contract billings, and other commitments.
- Prepare various agreements entered into by the business, such as non-disclosure agreements, teaming agreements, memorandum of understanding/agreements, and strategic alliances.
- Participate in final stages of assigned contracts by performing assigned activities associated with contract closeout.
- Maintain proposal logs and backlog data as required and support data collection for monthly and quarterly reporting to management.
- Compile and maintain required contractual records, correspondence, and other documents in official company repositories in accordance with contract requirements and company policies and procedures.
- Act as the primary point of contact between the company and customer contracting officials for all contractual matters on assigned contracts and projects including auxiliary agreements such as proprietary information agreements.
- Draft and send internal and external correspondence in connection with contractual matters.
- Currently no direct supervisory responsibilities but will serve as back-up supervisor for Vice President of contracts.
- Bachelor's degree and 10 years of experience or 15 years of experience in lieu of degree
- Must have excellent understanding of the government acquisition process.
- Extensive government contracting and change order management experience
- Excellent knowledge of FAR/DFARS regulations
- Experience with agreements other than contracts (ex. NDAs, PIA, Teaming Agreements, etc.)
- Working knowledge of financial accounting, government cost accounting principles, and project budgeting process.
- Experience performing Cost / Price Analysis
- Excellent analytical, negotiation, and oral and written communication skills
- Ability to work effectively both independently and as a team member.
- Able to work in a high paced environment and must be organized and detail oriented.
- Strong planning, decision-making, relationship-building, and coaching skills
- Ability to adapt and respond to changes in business conditions, competing demands, and unanticipated events.
