Position Summary / Career Interest:
The Assistant Director of Applications Development will be a leader in implanting the vision and the direction of TUKHS’s overall applications development by partnering with quality, security, business, operational, and clinical teams. Responsible for the development and management of applications and related solution practices that support and improve TUKHS’s service driven decision-making capabilities. The position will report to the Director of the capability area assigned.
Responsibilities:
  • Develop and manage the processes operations, controls, and technical solutions necessary for an effective applications development and applications support functions.
  • Plans, coordinates, supervises all activities related to the design, development, implementation of organization’s applications development and analysis of function.
  • Integrate best practices, technology standards, and design patterns across the department and organization.
  • Manage multiple development and related teams supporting different products lines of business.
  • Closely partner with Data Operations teams to establish a vision and implement an end-state functional data driven service strategy.
  • Responsible for all SDLC (Standard Development Life Cycle) phases and activities for software engineering projects and ensure that project efforts between stakeholder groups and project work teams are coordinated to meet stakeholder group requirements. Resolve problems or issues to ensure the project stays on track on schedule for a timely release.
  • Promote, mentor, and adhere to Agile Methodologies for applications development and work management.
  • Adhere to and execute quality assurance programs and procedures. Ensure quality product deliverables consistently with measured outcomes that will be reported to leadership.
  • Take ownership and development of software engineering operational policies and procedures that will ensure a sound delivery cycle for all responsible teams. Maintain and update these policies and procedures as needed.
  • Develop and maintain strong partnerships with internal KUH leaders and peers. Work closely with internal department groups as well as external business and clinical teams to understand Business Rules and ensure they are built correctly into the products developed.
  • Provide technical expertise on the selection and implementation of various development and programmatic tools (i.e. IDE, API, UI/UX utilities, Interface tools, source management, etc.)
  • Establish departmental goals and objectives that are consistent with, and lead to the successful achievement of, divisional and enterprise goals and objectives.
  • Achieve departmental goals and objectives by providing effective leadership, management, strategic direction, and budget & business planning.
  • Continually assess the effectiveness of departmental functioning, including the people, processes and technologies needed to achieve departmental and corporate goals and objectives.
  • Identify problems and opportunities for improvement and generate creative solutions that improve qualitative and quantitative performance.
  • Assure appropriate use of resources, the management of expenses within budget guidelines, and compliance with personnel policies and procedures through review and approval of invoices, time and attendance, expense reports, check requests, vacation requests, etc.
  • Assure staff accountability through routine observation, reporting, coaching, counseling, and through timely preparation of staff performance appraisals. Take appropriate action on employee issues related to job performance and professional conduct, with assistance from and in collaboration with Human Resources.
  • Assure effective, on-going staff training and development activities to support staff orientation, knowledge and skill enhancement, proficiency/productivity and professional growth for Data Management staff.
  • Demonstrate proficiency with the principles and methodologies of process improvement. Apply these in the execution of responsibilities in support of a process focused approach.
  • Own documentation on procedures associated with this position.
JOB REQUIREMENTS
Required:
  • Bachelor’s Degree in Computer Sciences or Information Systems or 10 years’ experience in the field
Preferred:
  • Master’s Degree
