- Vision and Mission
In collaboration with the Directors and others, creates a mission and vision, as well as sets goals, objectives and
action plans for Adult Basic Education which is supportive of department and district missions, visions and
strategic plans. ABE currently includes, but is not limited to GED, High School diploma, English language
/ESL, Citizenship, Workforce Training, Career Pathways, and Family School/Literacy.
Collaborates with others to make ABE a part of a unified, collaborative Community Education philosophy. - Operations
Remains current and informed of ABE standards, monitors program compliance, and develops, implements and
revises procedures and guidelines.
Creates, adapts, revises and evaluates program area curriculum integrating ACES-TIF, CCRS and North Star
Digital learning standards. Reviews, evaluates and directs lessons as well as activity plans of teachers and
volunteers.
Maintains confidential student information including data collected for registration, class attendance, and
academic progress.
Stays current on and follows all District safety and security policies and procedures including scheduling safety
drills for the Community Education spaces at the Juniper Path Building.
Observes programs classes and activities in order to improve services and provide a system for feedback to
increase program quality.
Conducts program evaluations with students, staff, volunteers and community members, as well as makes
recommendations for improvements.
Oversees the access control processes at program locations related to ABE.
Works with the ABE Secretary on day to day program coordination and problem solving.
Creates and maintains, on an annual basis, a manual for the processes and procedures of this position. - Personnel
Recruits, recommends hiring, trains, schedules, supervises and evaluates ABE teachers, support staff and
volunteers in the Districts as well as the ABE Secretary in the Lakeville Area School District. Personally fills
vacancies or absences when necessary.
Maintains student, staff and volunteer records, including certifications.
Is on-call during evenings to address program, staff and/or customer issues. This includes direct involvement
when it is necessary to modify the normal schedule of District activities as a result of inclement weather or for
other reasons. - Finance
Manages the ABE budget planning, monitoring, reporting and evaluation systems and procedures. Recommends
the preliminary and revised budget to the Directors.
Monitors the ABE sub-fund balances.
Oversees the development, implementation and evaluation of program area systems and procedures that ensure
adequate personnel, financial and technology controls according to District policy as well as governmental
laws and regulations.
Makes recommendations to the Directors regarding contract negotiations with bargaining groups such as
teachers and support staff.
Oversees the fulfillment of grants and solicits additional funding.
Works with each consortium to receive payment on grants via SERVS and UFARS. - Marketing
Manages ABE marketing efforts including designing and editing flyers, brochures, press releases, email lists,
web sites, social media, etc.
Creates, updates and monitors ABE offerings and schedules on department websites and registration systems.
Represents the Districts at special events, meetings and committees as well as within community groups.
Works with media resources to promote activities, programs, services and other newsworthy events. - Collaboration
Collaborates and problem solves with citizens, community organizations, staff, volunteers and advisory councils
in order to develop, implement and manage new initiatives to meet the needs of the communities.
Develops and maintains effective relationships and communications tools with students, community members,
staff and volunteers in order to provide services.
Contributes to the leadership teams in the Community Education Departments relating to professional
perspectives, problem solving, strategic planning, systems development, as well as policy and procedure
creation and revision.
Collaborates with ECFE Managers and staff in the development, implementation and evaluation of collaborative
programming such as Family School/Literacy. - Development
Strives to become knowledgeable in all aspects of Community Education
Seeks out and identifies opportunities for ongoing professional development of self and others.
Determines ABE professional development needs. Plans, implements and manages both on-going and
special-interest training.
Is a member of ABE Professional Learning Communities, ABE Shared Leadership Teams, the Minnesota
Community Education Association, Literacy Minnesota, Literacy Action Network, and COABE. - Reporting
Responsible for data collection, maintenance, research and analysis related to ABE necessary for the
Department Dashboard, Key Performance Indicators and other reporting requirements.
Responsible for the preparation, completion and submission of all ABE state and federal applications, plans and
reports including, but not limited to, the final Fiscal Report annually and Federal budget.
Provides periodic updates to internal stakeholders in the Districts.
Prepares and delivers written, electronic and oral presentations to students, staff, volunteers, community groups,
advisory councils, District administration and School Board. - Delivers a high standard of customer service including serving as the primary contact for ABE problem solving,
conflict resolution and making reasonable adaptations or special accommodations for students. - Prioritizes tasks and projects on a daily basis, seasonal and annual cycle. Manages multiple requests
simultaneously while meeting project deadlines. - Manages the method formulation, investigation and analysis for performing special projects, evaluates final
results, as well as consults and advises the Directors or district administrations on a variety of non-routine
matters. - Maintains flexible office hours at various program locations in the Districts for the purpose of carrying out job
duties as well as servicing the needs of the public. General office hours will be from 8:00 a.m. to 4:30 p.m.
year round. Will work periodic evenings and occasional weekends. - Travels between facilities in the Districts, other educational sites and regional/state meetings as necessary or
directed. - Performs duties with awareness of all district requirements and procedures, Boards of Education policies, as well
as governmental laws, rules and regulations. - Carries out written and/or verbal instructions.
- Performs other duties as needed or assigned by the Directors.
- B.A. or B.S. Degree in education or related field. Master’s degree is preferred.
- Current Minnesota Teaching License in Adult Education or ESL preferred. Minnesota Administrative licensure
is preferred. - Three to Five years of administrative or leadership experience in Adult Basic Education, including staff
supervision, evaluation and development preferred. Three or more years of teaching experience in Adult Basic
Education is preferred. - Customer service, group facilitation and conflict resolution training and experience preferred.
- Excellent interpersonal, problem solving and customer service skills.

- Pays high attention to detail and organization.
- Proficient using Windows, Apple and Google based computer operating systems. Proficient in software systems

POSITION SUMMARY:
The Adult Basic Education (ABE) Manager is an administrative leadership position which is responsible for
the overall operations, personnel, finance, marketing, collaboration, development, reporting and management of the
ABE programs for the Lakeville Consortium and the Dakota Prairie Consortium as established between the two
consortia in the Agreement for Adult Basic Education Professional Services.
The Lakeville Area School District and the districts that make up the Dakota Prairie ABE Consortium, which include
the Farmington, Northfield and Randolph School Districts, are dynamic organizations which are constantly growing
and evolving to meet the educational needs of their communities. The individual filling this position must be able to
adapt, develop and work in a fast-paced professional environment, performing general and specific tasks in concert
with other team members. Through this role and related responsibilities, this position is an integral part in the
successful delivery of Community Education activities, programs and services.
As outlined in the Agreement for Adult Basic Education Professional Services, this position is supervised by the
Director of Community Education for the Lakeville Area School District in consultation with the Directors of
Community Education in the Dakota Prairie ABE Consortium (Directors). This position supervises ABE Teachers,
support staff and volunteers in the Districts as well as the ABE Secretary in the Lakeville Area School District.
This position maintains flexible working hours at various locations in the Districts.
