Minimum Qualifications:

Masters Degree in public or allied health, public health administration, emergency management, or a related field required; supplemented by five years of experience in disaster planning, emergency management, or emergency preparedness operations, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license; certification in Emergency Management issued by the International Association of Emergency Management or the Georgia Emergency Management Association (GEMA) (to be obtained within twelve (12) months of employment).

: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. Purpose of Classification:

The purpose of this classification is to administer and oversee the Health and Wellness Department's Emergency Preparedness Program for response to public health emergencies. Position is responsible for the overall development, coordination, and implementation of emergency preparedness planning and response for the Public Health District. Work involves managing assigned staff; directing and overseeing emergency preparedness plans and activities; evaluating program outcomes; and, in the event of a terroristic attack or catastrophic event, managing the public health response according to FEMA guidelines for Emergency Support Function (ESF) 8. The Emergency Preparedness Administrator is distinguished within the series by responsibility for the Emergency Preparedness Program as a whole. This is a single incumbent classification that serves on an on-call basis 24 hours per day, seven (7) days per week.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; interviews and hires employees; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete work; monitors work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and prepares program reports.

Develops, administers and directs the Public Health Emergency Preparedness program: identifies needs and develops strategies for meeting the emergency preparedness needs of the Public Health District; formulates goals and objectives of program; develops and maintains significant District emergency preparedness plans and programs; identifies partners in public health emergency management coordination; provides guidance and oversight to Emergency Preparedness Officers for regional emergency preparedness plans; drafts policies and procedures; ensures program meets legal requirements and guidelines; and evaluates program outcomes.

Oversees the operational readiness of hospitals, community health centers, medical staff, law enforcement, fire, Citizen Emergency Response Teams, and other partners and agencies: oversees the planning and evaluation of drills and training exercises; oversees or conducts training; participates in drills; participates in the development of After Action reports and improvement plans; and makes recommendations or program improvements based on outcomes.

Oversees the development of a Strategic National Stockpile/Cities Readiness Initiative implementation plan: leads and coordinates ongoing planning related to transportation, storage, and distribution of pharmaceuticals in response to a public health emergency; oversees identification and preparedness of Points of Dispensing sites; ensures development of procedures; oversees training and drills; and ensures District attendance at related meetings.

Directs, in conjunction with Atlanta Fulton County Emergency Management Agency, public health response (Emergency Support Function 8) for the Public Health District in the event of a terroristic attack, act of bioterrorism, or other catastrophic event.

Develops and manages program budget: prioritizes and aligns available resources with program needs; monitors federal and state legislation and appropriations that impact the requirements, scope, and funding for emergency preparedness activities; and oversees contracts and grants administration.

Serves as an agency liaison and represents the Health District with the Georgia Department of Public Health, federal partner agencies, and on other task forces or special assignments: participates in statewide emergency preparedness conferences and calls; keeps state Emergency Preparedness staff, District Health Director, and other key partners abreast of activities and events in the district with potential public health impact.

Communicates and collaborates with county and municipality personnel and officials, supervisor, other employees, hospitals, internal and external public health response partners and agencies, the public, and other individuals as needed to establish and maintain effective relationships, promote coordination and planning among agencies and government jurisdictions; and provide consultation and emergency coordination.

Develops and implements a 24-hour, seven (7) days per week on-call program, including maintaining volunteer recruitment and contact lists to ensure adequate workforce strength during emergency incidents.

Stays abreast of emergency management and public health guidelines, operations plans, and procedures; attends seminars and training courses; and obtains various emergency management certifications.

Processes a variety of documentation associated with emergency preparedness operations, within designated timeframes and per established procedures: receives and reviews various documentation, including Emergency Operations Plans and federal/state guideline documents; reviews, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including After Action and Improvement reports, weekly and quarterly program reports, and training plans; compiles data; and maintains computerized and/or hardcopy records.

Operates or uses various equipment and supplies in order to complete work assignments: operates and maintains radios, cell phones, vehicles, and other power or motorized equipment; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
