PAY AND BENEFITS
Annual Pay Range: $51,878.01 - $66,336.59
Hourly Pay Range: $24.941353 - $31.892593
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackams Water Environment Services (WES) is looking to hire an Administrative Specialist 1 position to join their administrative support team. This position will be primarily located at the WES Offices at the Tri-City Water Resource Recovery Facility in Oregon City with a hybrid telework option. The Administrative Specialist 1 plays a key role in supporting different department managers within WES to ensure smooth delivery of administrative support services, operations, and communications.
WES is searching for a motivated, enthusiastic, organized, detail-oriented and customer service focused individual. The main focus of this position will be providing daily administrative and confidential support to management, including scheduling, meeting preparation, training and travel arrangements, correspondence, data coordination and entry, reports, accounts payable work, and other administrative support activities. The ideal candidate will possess excellent data management and file management skills in combination with strong interpersonal and communication skills. We are looking for candidates with experience providing general support to department staff, experience with Microsoft Office applications, and willingness to contribute to a strong team. Preference will be given to those with experience in multi-tasking and working in environments with frequent interruptions, those who possess strong analytical skills, have high integrity and strong work ethic, and truly enjoy working for an organization with a purpose and mission driven by providing its community with a healthy environment.
Required Minimum Qualifications/ Transferrable Skills:*
- A minimum of one (1) year of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
- Professional administrative support experience including:
- Working with confidential and/or sensitive documents
- Drafting, proofing and preparing documents and correspondence
- Providing customer service and/or responding to customer inquiries (internal and external)
- Developing and consistently following standard procedures for organizing, maintaining, reviewing and routing files, information and documents
- Researching information, tracking, compiling, and monitoring data, and/or maintaining records in databases, spreadsheets, and paper filing systems
- Tracking data, interpreting and generating reports
- Taking thorough notes in meetings and providing final minutes
- Performing accounts payable functions and tracking budget
- Prioritizing projects and multitasking within time constraints and competing deadlines
- Operating and training staff on proper use of office equipment such as copiers, scanners, faxing, etc.
- Experience managing calendars for management and coordinating travel
- Experience working independently, as well as collaboratively in a team-oriented approach
- Experience establishing and maintaining effective working relationships and partnerships both internally and externally
- Strong attention to detail and organizational skills
- Strong verbal and written communication skills, including proper usage of grammar, punctuation, sentence structure and proofreading skills

Preferred Special Qualifications/ Transferrable Skills:*
- Experience coordinating and monitoring a budget
- Experience working in an administrative role with, or within a wastewater, stormwater, utility district, public works agency, or similar setting
- General knowledge of wastewater and/or stormwater operations
- Experience collecting, evaluating and summarizing data into systems, reports and/or spreadsheets
- Experience coordinating external boards and committees
- Intermediate Proficiency with MS Office (Word, Excel, and Outlook)
- Basic knowledge of travel regulations and guidelines as it relates to public agencies
- Experience with PeopleSoft software

TYPICAL TASKS
Duties may include but are not limited to the following:
- Assists with long-term department/division projects or programs; short and long-term organizational planning; scheduling and preparing for meetings; coordinates workflow and activities between County divisions, departments, and outside agencies as needed.
- Compiles data and prepares regular and periodic reports to assist in the evaluation of operations and services or to document compliance; conducts surveys and researches source documents; maintains computerized data bases; compiles statistical information for analysis; interprets data and budget, recognizes common irregularities and reports those to supervisor.
- May assist manager/supervisor with administrative duties; provides independent administrative support to other managers and workgroups as needed to coordinate work flow; works collaboratively as a member of the administrative support team to create, implement and roll out administrative processes, forms, and procedures to department; prepares, compiles or edits reports and other materials for use in operational planning and processes, and public meetings; manages calendar and scheduling of various appointments, meetings and conferences.
- Provides centralized control for response to customer service issues; clarifies, resolves or assigns public inquiries and complaints to appropriate personnel for resolution; provides information and prepares and edits written materials regarding department/division services, activities, programs, projects and personnel; interprets relevant policies, procedures, laws and regulations.
- Processes accounts payable, billings, and reports; reviews and verifies fiscal reports for accuracy; investigates and alerts supervisor of errors to ensure compliance with established procedures and policies; uses basic math to perform computations.
- Tracks and updates credentialing or re-credentialing, certifications, memberships, and other licensures for staff; coordinates staff training and travel; assists staff in locating necessary resources for programs or procedures.
- Provides staff support to internal advisory and operating committees; may provide staff support for external committees; coordinates meeting schedules, agendas and materials; records minutes; may develop and/or proof staff, budget and planning reports, correspondence and research papers.
- Tracks expenditures and revenues for accuracy and appropriate budget accounts; maintains fiscal records.
- Assists team with establishing, revising and recommending administrative, office and general procedures, systems and workflow processes; monitors activities to ensure conformance with adopted department/division work plans; recommends improvements to practices and procedures; assists with development and maintenance of operating and procedures manuals.
- Participates in the preparation of contract request and tracking documents, grant applications and bid materials; provides administrative review of vendor/contractor invoices to ensure compliance with contract provisions and timelines; reviews and/or coordinates documents, records, or applications for completeness, accuracy, and compliance with rules; determines and explains action necessary to achieve compliance or approval.
- Maintains inventory of supplies; acts as liaison to vendors in researching purchase options and resolving problems; may be Technology Services contact for technology issues or supplies.
REQUIRED KNOWLEDGE AND SKILLS
Considerable Knowledge of: Principles and procedures of office support functions; English spelling, punctuation, grammar, and composition; arithmetic, clerical/accounting principles and processes.
Thorough Knowledge of: Administrative support services to large organizations.
Working Knowledge of: Techniques and principles of administrative support services; fiscal monitoring methods; governmental budgeting techniques and procedures; principles, procedures, and techniques of research; office equipment, including computer systems and software programs such as word processing and spreadsheets and their functions/capabilities; customer service techniques and concepts; basic mathematical calculations.
Skill to: Organize and maintain office/administrative systems and procedures; understand, interpret and apply County and department policies and procedures, and technical materials; communicate effectively, both orally and in writing; compose correspondence requiring a high degree of initiative and judgment; conduct research; define administrative problems and recommend and assist with implementing solutions; collect, evaluate and summarize data; populate clear and concise reports; establish and maintain effective working relationships with County employees and officials, contracted service providers, other governmental agencies, citizen groups and the public; operate office equipment; train or lead the work of assigned staff.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday:
- Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. Projected work hours will be 6:00 am - 2:30 pm.
- This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

Clackamas Water Environment Services produces clean water and protects water quality for more than 190,000 people living and working in Clackamas County. We operate and maintain five resource recovery facilities, 23 pumping stations and hundreds of miles of pipes.
Each year, we clean more than seven billion gallons of water which we recover and turn into natural energy and fertilizer. We also help reduce pollution in local rivers, streams, and wetlands caused by surface and stormwater runoff, the number one source of water pollution in Oregon.
