Job description
Under the direct supervision of the Health Department Manager provides leadership, management, supervision, and direction to the professional and paraprofessional staff in a local health department(s). Provides supervision for grants and special projects as needed and works closely with the program managers and Operations Directors to implement and monitor projects and program compliance. Works closely with the discipline directors and program managers to implement services in the county and community. Has full access to the medical record and abides by all HIPAA policies, laws, and regulations. Collaborates with community partners to ensure community health needs are being addressed
Management and Supervision Clinical Administrative Services:
Provides supervision for the PH, and Immunization administrative support staff assigned to the health department which includes the equitable delegation of duties, orientation and primary program training, and cross training as required.
Acts as a role model and provides effective problem-solving skills that include coaching, mentoring, training, providing constructive feedback and being an active participant in performance improvement efforts; and timely completes employee performance appraisals.
Maintains current knowledge of personnel procedures and other agency policies, procedures, and guidelines.
Provides programmatic and administrative direction to all assigned staff; and keeps staff informed of changes in policy, procedure, and guidelines.
Ensures adequate staffing of administrative operations.
Ensures SCEIS, travel, and PCAS are submitted by admin support staff according to state policies/procedures.
Directly responsible for oversight of management support functions in a Health Department, including management of: Facilities (maintenance/renovations); purchasing of supplies and equipment to include accurate inventory controls; medical records (paper and digital); appointment scheduling; billing and collection of third-party revenues, clinic receipts and deposits to include bank deposits made according to agency policy; custodial worker(s); mail distribution; and general support to all staff assigned to a health department.
Works in harmony with the Site Manager and Operations Director in developing and implementing processes/procedures to enhance clinic operations.
Coordinates with Regional Operations Director(s) and Program Managers regarding program standards, policies, planning, and problem solving.
Ensures adherence to DHEC policies, procedures, guidelines, and standards regarding customer service, patient access, productivity, confidentiality, management of electronic medical records, and billing.
Creates, collects, analyzes, organizes, and summarize data for performance measurement, reporting, and decision-making.
Responsible for ensuring compliance with laws, rules and regulations that impact health
department operations, including participation in audits and the development and implementation of Corrective Action Plans.
Helps to provide solutions and encourages creative thinking.
Maintains competency in areas of supervision.
Management and Supervision of WIC Program Services:
Plans, directs, and coordinates nutrition services in a local health department setting.
Evaluates, trains, and supervises the delivery of WIC administrative services.
Exercise daily supervision (plans, organizes, and controls the work) of assigned WIC administrative employees; and assures the process for WIC participants follows according to program policies, procedures/guidelines, and standards of care.
Maintains competency in areas of supervision.
Direct Client Service Provisions:
Provides direct PH, WIC, and Immunization administrative services in accordance with policies, procedures, and guidelines.
Continuous Quality Improvement (CQI) and Customer Service:
Monitors the quality, and outcomes of administrative service delivery within the health department.
Participates on Team(s) to promote quality concepts and coordination of services.
Works with Site Manager, Regional Operations Directors and Program Managers develop and monitor administrative program goals and objectives are met.
Responsible for ensuring an excellent client experience and that client complaints and grievances are addresses and resolves or elevates as appropriate in a timely and responsive manner.
Promotes a culture of creative, high achievement and inspires open lines of communication; and actively works to support the agency’s Diversity, Equity & Inclusion (DEI) plan. 6. Actively participates in the development, implementation, and monitoring of the Region Strategic Plan.
Public Health Preparedness, Emergency Response and Other Duties:
Participates in public health preparedness (PHP) activities, training, and planning; maintains an operational awareness of PHP response activities and plans.
Participates in and/or responds to Public Health Outbreaks and other priority response efforts.
Participates in disaster preparedness as outlined during hazardous weather or declaration of emergency subject to on call on a 24-hour basis.
Performs other duties as assigned.
State Minimum Requirements: A high school diploma and work experience that is directly related to the area of employment. A bachelor's degree may be substituted for the related work experience.
Institutions oh Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: A high school diploma and relevant experience in business management, public administration, or administrative services or a bachelor's degree may be substituted for the required work experience.
Knowledge of agency policies, procedures, rules, regulations, and program services. Knowledge of policies, procedures, rules and regulations related to the specific administrative function. Knowledge of governmental fiscal and personnel procedures, practices and policies. Knowledge of modern office practices, procedures, and equipment. Ability to coordinate diverse administrative functions. Ability to establish and maintain effective working relationships. Ability to plan, organize and supervise the work of subordinate personnel. Ability to communicate effectively. Must have use of an automobile and possess a valid SC Driver's License.
Valid Driver’s License. Working space in office/clinical type setting. Extensive computer & other technology use. Some overnight travel for work related functions will be necessary. Some work hours outside of normal work schedule required. Must be able to maintain confidentiality. Must be available via communications device for after hours and emergency response 24-7-365.
