POSITION SUMMARY
Under the direction of the County Highway Commissioner, the Accountant/Office Manager is responsible for planning and coordinating the office activities and work projects; supervises the Clerical and accounting functions of the department; maintains the department's financial accounts and records in accordance with the Uniform Cost Accounting procedures mandated by the Wisconsin Department of Transportation.

Examples of Duties / Knowledge & Skills

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Supervises and performs clerical, bookkeeping and accounting work
  • Prepares requisitions for work done on state roads, according to type, machinery and equipment used, manpower and materials
  • Prepares vouchers for labor, payrolls, and all bills
  • Prepares journal entries for machinery, materials, and fuel
  • Keeps accounts for money received and expended
  • Coordinates monthly cash reconciliations and manual check reconciliations with County Clerk's office
  • Prepares annual budget tabulations for the Highway Commissioner and Highway Committee
  • Posts to and balances the general ledgers. Prepares closing entries and closes the books at fiscal year's end
  • Prepares financial statement and year-end reports. Maintains records and prepares reports as directed. Maintains equipment records and computes annual depreciation on all equipment
  • Audits suppliers' invoices and prepares for approval of the Highway Commissioner and the Highway Committee
  • Determines allocation of disbursements to proper accounts. Assists citizens and salespersons who call or come to the office on highway matters
  • Prepares accident, insurance and retirement forms, as required
  • Provides estimates of maintenance costs, supply needs and related data
  • Prepares monthly trial balances and closes monthly; reviews daily crew reports for accuracy and completeness

Minimum qualifications & Requirements

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Associates Degree in Accounting or Business Management; Bachelor's Degree preferred
  • Minimum of five (5) years' experience in accounting including supervisory experience

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO PERFORM JOB
  • Thorough knowledge of computer applications
  • Knowledge of the functions, policies, operating needs and laws and regulations pertaining to the Highway Department
  • Knowledge of the principles and practices of business management, including principles pertaining to personnel, procurement, office management, accounting, budgetary control
  • Ability to plan, organize, and direct the work of others
  • Knowledge and experience in double entry bookkeeping and accounting principles/cost allocation methods
  • Ability to read and interpret documents and laws in the English language
  • Ability to listen to and understand information and ideas in spoken and written format so individuals may effectively understand and convey communications
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals
  • Ability to compute rate, ratio, and percent
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
  • Inductive and deductive reasoning – ability to combine separate pieces of information, or specific answers to problems, to form general rules or conclusions; includes coming up with a logical explanation for why a series of seemingly unrelated events occur together and deciding if an answer makes sense

PHYSICAL DEMANDS
Approximately 85% of the work spent sitting, hearing, using far vision, and low handling. Approximately 5% of time is spent standing, walking, feeling, talking, using near vision, low lifting, low pushing/pulling, and medium handling. Stooping, kneeling, crouching, climbing (using legs and feet), reaching, balancing, bending/twisting, medium/high lifting, low/medium carrying, medium pushing/pulling and low fingering is done to a lesser degree (5% of the time). In non-routine conditions (5% of the time), crawling, running, climbing (using legs and arms for support), very high lifting, high/very high carrying, high/very high pushing/pulling, high handling and medium/high fingering are necessary.

WORK ENVIRONMENT
Over 95% of the work is performed inside the office.
